An enclave with one way in
San Marino is surrounded entirely by Italy — Emilia-Romagna on the Rimini side, the Marche towards Pesaro and Urbino. It has one land neighbour and no coastline, and the practical effect is that a visit is an Italian driving trip with a border in the middle of it.
That reframes the whole question. Asking what San Marino requires is the wrong question; asking what the SS72 from Rimini requires on the day you drive it is the right one.
Monte Titano climbs 700 metres in a few kilometres
The republic sits on a limestone ridge reaching about 750 metres, straight up from a coastal plain at sea level. That is a short, steep, continuous climb and an equally continuous descent.
Two consequences follow. The temperature at the top is meaningfully lower than at the bottom, so a wet coastal road can be an icy one at the summit on the same morning. And the descent loads brakes and tyres together for the whole of its length, which is where marginal tread stops being a technicality.
What Italy asks on the approach
Italian winter equipment obligations are not national and not automatic. They are set by ordinance for particular roads and stretches, they run inside the 15 November to 15 April window, and they can require winter tyres or chains carried on board.
For a winter visit that means checking the current ordinance for the road you intend to use, and keeping chains in the boot as the fallback that satisfies most of them.
