Eight countries sell a time-based vignette from about EUR 8; France, Italy and Greece bill by the kilometre, where one long crossing can top EUR 60.

Albania

Andorra
FreeNo tolls in Andorra. The CG-1 (main road) is free. However, Cadí Tunnel from Spain charges ~€12 one-way. French N-roads to Andorra are also toll-free.
Armenia

Luxembourg

Europe collects motorway money two incompatible ways, and the mistake tourists make is treating them alike. Austria, Switzerland, Czechia, Slovakia, Slovenia, Hungary, Romania and Bulgaria sell a time-based vignette you must hold before the first motorway junction — short passes start around EUR 8 — while France, Italy, Spain, Portugal, Croatia and Greece issue a ticket at the barrier and bill by distance, so a long crossing can pass EUR 60. Germany, the Netherlands, Belgium and Luxembourg charge cars nothing at all. Vignette or toll booth? The quick answer
European motorways are paid for in one of two main ways: a time-based vignette or a pay-per-distance toll. Austria, Switzerland, Czechia, Slovakia, Slovenia, Hungary, Romania and Bulgaria sell vignettes — from around €8 for a short-stay pass. France, Italy, Spain, Portugal, Croatia and Greece charge by distance, and a long crossing can top €60. Germany and the Netherlands charge nothing on motorways for passenger cars.
Vignette systems require you to purchase a time-based permit (sticker or digital) before using motorways. The vignette covers unlimited motorway use during its validity period. Most countries have switched to digital e-vignettes linked to your number plate.
Toll booth systems charge per distance driven. You collect a ticket when entering the motorway and pay when exiting based on the distance travelled. France, Italy, and Greece use this system.
Urban congestion charges apply in specific city centres during peak hours. Stockholm, Gothenburg, and several Norwegian cities use automated number plate recognition.
Free motorway countries — Germany, Netherlands, Belgium, and Luxembourg — have no general road charges for passenger vehicles, though individual tunnels or bridges may have tolls.
Paying at the booth without holding up the queue
On distance-toll motorways in France, Italy and Spain, you take a ticket at the entry barrier and pay at the exit — head for lanes marked with a green arrow or a card symbol, and stay out of the orange Telepass/Télépéage lanes, which only open for transponder holders (you’ll be stuck reversing against traffic). If you’re in a rental, ask whether it carries a transponder and what the daily fee is — sometimes it’s cheaper to pay manually. Vignette countries are different: buy the e-vignette online before you cross the border, not at a booth. Keep a few euros in coins too; foreign cards fail at unmanned machines more often than you’d expect. And on electronic-only roads like Portugal’s A22 or anywhere in Norway, there’s nothing to pay on the spot — the bill reaches your rental company weeks later, with a markup.
