Toll-Free Countries
These countries do not charge passenger cars for motorway use:
- Albania: No tolls on any roads currently. The A2 motorway (Tirana-Durrës) and other highways are free. Future toll plans under consideration for new motorway sections.
- Andorra: No tolls in Andorra. The CG-1 (main road) is free. However, Cadí Tunnel from Spain charges ~€12 one-way. French N-roads to Andorra are also toll-free.
- Armenia: No tolls or vignettes on any roads. All highways including the M1 (Yerevan-Gyumri) and M2 (Yerevan-Sevan-Georgian border) are free. Road conditions vary in mountainous areas.
- Azerbaijan: No tolls for passenger cars. All roads including the M1 motorway (Baku-Ganja-Georgian border) are free. Modern motorway network around Baku recently expanded.
- Belgium: No tolls for passenger cars. Liefkenshoektunnel near Antwerp: €6. Trucks pay distance-based toll via OBU (Viapass)
- Cyprus: No tolls on any roads. All motorways (A1-A9) are free to use. Compact island size means short driving distances.
- Estonia: No tolls or vignettes for any vehicles. All roads including motorways are free to use.
- Finland: No tolls or vignettes for passenger cars. All motorways and highways are free to use. Only one toll tunnel existed historically (Kustavi) but is no longer operational.
- Georgia: No tolls for passenger cars on any roads. All highways including the East-West Highway (E60) are free. Truck tolls may apply on future motorway sections under EU-funded development.
- Germany: No tolls or vignettes for passenger cars. Trucks >7.5t pay per-km via Toll Collect OBU. Some tunnels have separate charges (Herren/Warnow tunnel: ~€6)
- Kosovo: No tolls on any roads. The R7 motorway (Pristina-Albania border) and R6 (Pristina-North Macedonia border) are free to use.
- Latvia: No tolls or vignettes for passenger cars. All roads are free. Trucks over 3.5t pay a user charge via vignette system (LV e-vignette).
- Liechtenstein: No tolls within Liechtenstein. The country is only 160km² — driving north to south takes ~30 minutes. Swiss vignette NOT required for transit through Liechtenstein.
- Lithuania: No tolls or vignettes for passenger cars. All roads including the A1 (Vilnius-Kaunas-Klaipėda) are free. Truck road user charges apply via vignette.
- Luxembourg: No tolls or vignettes for any vehicles
- Malta: No tolls on any roads. The island is very small (27km × 15km) with no motorways. All roads are free to use.
- Monaco: No tolls within Monaco. The principality is only 2km² — driving through takes minutes. French autoroute tolls apply when approaching via A8 from Nice or Italy.
- Netherlands: No motorway tolls. Two tunnel tolls: Westerscheldetunnel (€5.70) and Kiltunnel (€2.25)
- San Marino: No tolls within San Marino. The microstate is only 61km² with no motorways. Italian toll roads (A14) are nearby for access.
- Ukraine: No tolls or vignettes for any vehicles. All roads including motorways are free. Road conditions vary significantly. Note: check travel advisories before driving due to ongoing conflict.
Tips for Saving on European Tolls
- Buy vignettes online before arrival — digital vignettes in Austria, Switzerland, Czech Republic, and others can be purchased on official websites and activated instantly.
- Use free alternatives — national roads (N-roads, B-roads) run parallel to many toll motorways, adding time but saving money.
- Get a transponder for frequent crossings — Telepass (Italy), Via Verde (Portugal), and BroBizz (Scandinavia) speed up passage and sometimes offer discounts.
- Check for multi-country passes — some transponders work across borders (Telepass covers Italy, France, Spain, Portugal, and Croatia).
