Romania Rovinieta 2026: Euro Class Sets the Price From 1 Oct

From 1 Oct 2026 a Romanian rovinieta for a car costs 22 to 29 lei a day or 254 to 330 lei a year, set by Euro class. Passes bought before then stay valid.

Romania’s road charge stops being one price per car on 1 October 2026. From that date the rovinieta, the time-based fee for using the national road network, is priced by the car’s Euro emission class: a Euro VI or electric car pays the lowest rate, a Euro IV-V car about 15% more and a Euro III or older car about 30% more. A one-day pass for a car now costs 22 to 29 lei and a 12-month pass 254 to 330 lei. At the same time every new rovinieta is sold through CNAIR’s new TollRo system.

Prices are set in lei and include VAT. Euro amounts are approximate, at the 5.2584 lei/€ rate CNAIR used for September 2026.

If the emission class of the vehicle cannot be established, it is charged as Euro 0. Enter the Euro class from the registration document when you buy, especially on a foreign car.

Vans up to 3.5 tonnes

Category B covers goods vehicles with a maximum authorised mass up to 3.5 t, and mixed-use vehicles are classed with them.

Minibuses (10-23 seats) and coaches (24+ seats) have their own bands. Goods vehicles over 3.5 t leave the rovinieta and pay the distance-based TollRo charge instead.

What it cost until 30 September

Until the switch a car paid one rate regardless of age: 18.40 lei for a day, 31.55 lei for 10 days, 49.95 lei for 30 days, 78.88 lei for 60 days and 262.92 lei for 12 months (EUR 3.50, 6, 9.50, 15 and 50 at the September rate). The one-day pass is the only one that costs more for every car after 1 October; for a Euro VI car the longer passes are slightly cheaper than before, while a Euro III car pays about a quarter more for a year.

How long each pass lasts

  • 1 day: the calendar date you paid for.
  • 10 days: the start date plus the next 9 days.
  • 30 days: the start date plus the next 29 days.
  • 60 days: the start date plus the next 59 days.
  • 12 months: from the start date to the day before the same date a year later.

Where the rovinieta applies

It covers the entire national road network run by CNAIR, including ordinary DN roads, expressways and motorways. It does not cover national roads inside municipalities, between the town entry and exit signs. Unlike most vignettes, it is not a motorway-only product: a drive along the DN1 or over the Transfăgărășan needs it too.

It applies to Romanian and foreign-registered vehicles on the same terms.

Where to buy from 1 October

CNAIR lists these channels for the new system:

  • portal.etoll.ro / etoll.ro: account, vehicle registration and purchase;
  • the free TollRo app for iOS and Android;
  • authorised distributors;
  • CNAIR sales points and border crossings;
  • SMS.

Sales through the old system (the one behind erovinieta.ro) stop at 23:59 on 30 September 2026. A pass bought there before the cut-off stays valid until its printed end date, and roadside checks read it automatically.

Buy before you join a national road, and type the number plate and country exactly: the pass exists only as an electronic record against that plate, with nothing to display in the windscreen.

Checks and fines

Enforcement is automatic: cameras read plates and match them against CNAIR’s database. Driving without a valid rovinieta is an offence punished with a fine, and CNAIR’s own guidance confirms that separate fines can be issued for the same vehicle on different dates, so a week without a pass is not a single penalty.

The Fetești bridge charge

The rovinieta does not include the Fetești-Cernavodă Danube bridges on the A2 between Bucharest and Constanța. In September 2026 CNAIR charged a car 19 lei for one crossing, 38 lei for two and 304 lei for a 20-crossing pack. You can pay after crossing, up to 23:59 on the following day. CNAIR’s new TollRo portal keeps this bridge toll (“peaj”) as a separate product, so check the current price there before a Black Sea trip.

Before you drive in Romania

  1. Find the Euro class in the vehicle’s registration document.
  2. Buy on etoll.ro or the TollRo app before joining a national road.
  3. Pick the length: the 10-day pass is enough for most holidays, and the 30-day pass covers a longer stay for little more.
  4. Budget separately for the Fetești bridges if you are heading to the coast.

Under the tariff annex, a vehicle whose emission class cannot be established is charged as Euro 0, the most expensive band. Have the registration document to hand when you buy so you can enter the correct class.

The Fetești-Cernavodă Danube bridges on the A2 have their own crossing charge, separate from the rovinieta. In September 2026 it was 19 lei per crossing for a car, payable until 23:59 on the day after you cross. CNAIR's new portal still lists this bridge toll as a separate product.
