Warsaw's SCT has required Euro 3 petrol and Euro 5 diesel since 1 January 2026. Anyone may enter four times a calendar year; from the fifth the fine is up to 500 zł. Tourists get no concession.

Warsaw’s Strefa Czystego Transportu moved into stage II on 1 January 2026: petrol and LPG cars built before 2000 or below Euro 3, and diesels built before 2009 or below Euro 5, may no longer enter. Two things soften it. First, “Każdy będzie miał możliwość wjazdu do SCT cztery razy w ciągu roku kalendarzowego” — anyone may drive in four times a calendar year regardless of the standard, with nothing to declare in advance; from the fifth entry the penalty applies. Second, the fine is up to 500 zł under art. 96c of the Code of Petty Offences, and it comes from the police or the municipal guard, not from a camera.

Warsaw SCT — what actually gets checked
The zone covers 37 km², about 7% of the city: the whole of Śródmieście and slices of the surrounding central districts, bounded by Aleja Prymasa Tysiąclecia, the railway lines through Warszawa Koło, Powązki, Gdańska, ZOO and Targówek, ulica Wiatraczna, Aleja Stanów Zjednoczonych, the Łazienkowski bridge, Aleja Armii Ludowej, ulica Wawelska, Kopińska, ppłk. Sokołowskiego “Grzymały” and Aleje Jerozolimskie. The boundary streets themselves are outside the zone.
Do you need a sticker?
Almost certainly not. The city puts it bluntly: the vast majority of vehicles meet the requirements and need “żadnej nalepki, wniosku czy zgłoszenia” — no sticker, no application, no notification. You can test your own car in half a minute at sprawdzsct.zdm.waw.pl. Motorcycles, scooters and quads may enter.
The 5 zł sticker exists only for drivers claiming an exemption with a vehicle that would otherwise be too old. There is no penalty for not displaying one: “Za brak nalepki nie ma kary.” The fine is for driving a vehicle that should not be in the zone at all.
Exemptions
- Residents and companies paying tax in Warsaw — until the end of 2027, for vehicles last registered before 1 January 2024
- Seniors over 70, indefinitely, for one nominated vehicle
- Historic and classic vehicles, and special vehicles such as recovery trucks and hearses
- Statutory cases — emergency services, vehicles carrying disabled people, marked school buses
- Unforeseen journeys — hospital, doctor, exams — within the four days a year everyone has
Tourists
The same rules apply to visitors as to residents of the city and of Poland; there is no tourist concession beyond the four annual entries. If you are arriving in a hire car registered anywhere in the EU, check the Euro class on the registration document before you book a hotel inside Śródmieście.
The fine
Up to 500 zł, issued by the Police or the Straż Miejska after checking the vehicle against the central register. The city is explicit that its SCT cameras collect traffic data and that the roads authority has no power to issue tickets — “Kamery służą do analizy ruchu” — so reports of automatic camera fines in the zone are wrong.
