Verona’s ZTL Centro Storico has had no open hours since 28 October 2024, when ordinance no. 1486 abolished the free-access bands. A car without authorisation is in breach at any time of day, however new it is. The bookable windows you may see quoted belong to residents of the Comune and Province of Verona only. A visitor gets in through a hotel inside the ZTL, which sends the plate to the Polizia Locale, or in a registered fully electric car. Otherwise the fine is EUR 83-332 plus costs.

How Verona’s ZTL works now
Until October 2024 Verona had hours in which anyone could drive into the historic centre. Ordinance no. 1486 of 21 October 2024, titled “ZTL – eliminazione delle fasce orarie di libero accesso”, removed them from 28 October 2024. The cameras check only one thing: whether the plate is authorised.

Bookings are made on the Citypass platform up to 24 hours ahead, for at most four entries a month, and the exit time counts as much as the entry time.
The 11 gates
Lungadige Rubele, Via Leoni, Via Malenza, Ponte Garibaldi, Lungadige Panvinio, Riva San Lorenzo, Via Cantore, Via Dogana, Via Fratta, Via Nizza and Piazzetta Municipio, as listed by the Comune and the Polizia Locale.
Hotel guests
For anyone from outside the province this is the main way in:
- book a hotel that is located inside the ZTL;
- give the hotel your number plate before you arrive;
- the hotelier sends it to the Polizia Locale in advance.
Ask for written confirmation that it was sent: notices arrive by post, often months later.
Electric cars
Only fully electric cars may drive in, after a free, compulsory registration on the Comune’s website, which foreign-registered cars can also complete. Hybrids are not included, and the pedestrian area stays closed to everyone.
Fines
Driving in without authorisation is sanctioned under article 7 comma 14 of the Codice della Strada: EUR 83 to EUR 332, plus notification costs, reduced by 30% if paid within five days. Since 14 December 2024, several camera-recorded passes into the zone on the same calendar day are sanctioned once (art. 198 c.2-bis).
Winter 2026/27: the Euro-class ban
Separate from the ZTL, ordinance no. 56 of 28 September 2026 (corrected the next day by no. 59) restricts the most polluting vehicles from 1 October 2026 to 30 April 2027, 08:30-19:30, on all municipal roads except the ring roads, motorways and a few accesses such as the Fiera, the stadium and camper areas.

Orange starts after four consecutive days above the PM10 limit, red after ten. ARPAV publishes the bulletin on Mondays, Wednesdays and Fridays, and the level applies from the following day. Electric and hybrid cars may circulate; vehicles enrolled in Move-In are exempt at the green level.
Why Euro 5 diesels are missing from the green row: the Veneto region’s law no. 22 of 15 September 2026 deferred that weekday ban to 1 October 2027, on condition of compensating measures (regional resolution 1024 of 18 September 2026). The national deadline for the Po basin was pushed to the same date by decree-law 167 of 28 September 2026.
