Read the LED board before the barrier
Every gate carries an illuminated LED panel. When it shows varco attivo lit in red, entry without authorisation is not allowed — that is the signal that decides whether you are about to be photographed, not the clock in your car.
Who is authorised without applying
The ordinance grants standing access to residents and lawful occupants with authorisation, vehicles serving people with disabilities, local and state police, municipal vehicles, fire, Red Cross and ANPAS vehicles, cash-in-transit vehicles working for banks and post offices, utility company vehicles during service hours, and bodies carrying out services of public interest. Anything else is decided case by case by the municipal offices.
The short-stop exception
Outside each gate’s closed bands you may enter to carry out small loading and unloading operations with a brief stop. On Corso Mameli by the old imbarcadero and on the stretch of via XXV Aprile between via Baiettini and number 50, where the ban runs 20:00–07:00, the allowance is explicit: loading or unloading for a maximum of 15 minutes.
If you are staying overnight
Ask your accommodation to register your plate through the ZTL portal before you arrive. Applications are answered in an average of five days and a maximum of seven, so this is not something to start on the morning of your trip. You will need the vehicle registration document in digital form.
