Valenciennes ZFE 2026: Announced but Still Not in Force
Zone à Faibles Emissions · France · Planned — not yet in force
Source: official source · Verified: 2026-09-27
Valenciennes has no ZFE running yet. The agglomeration is on the state list of areas required to create one, but it is absent from the register of 25 live French ZFEs, so nothing is enforced today.
Didn’t France abolish its low-emission zones?
No — the repeal never took effect. Parliament did vote in April 2026 to abolish France’s ZFEs, which is why so many guides and news reports say they are gone. The Conseil constitutionnel struck that article down on 21 May 2026 (décision n° 2026-903 DC), so the ZFE provisions of the code général des collectivités territoriales (articles L. 2213-4-1 and L. 2213-4-2) stayed on the books.
One caveat most coverage misses: the article was annulled on procedure, not on its merits — the Council held it was a “cavalier législatif”, an amendment with no link to the bill it was attached to (Constitution, art. 45). Parliament can pass the same repeal again in a properly related bill, so this is settled for now rather than settled for good. Read the decision.

Valenciennes Metropole is on the ministry’s map as a zone still to be created, not as a working one. The state register of French low emission zones counts 25 live ZFEs and Valenciennes is not among them, so in 2026 no Crit’Air class is checked, no hours apply and no ZFE penalty can be issued.

Announced, obliged, not yet enforced
France’s Climat et Resilience law of 2021 required intercommunalites above 150,000 inhabitants to open a ZFE. Valenciennes Metropole is one of six Hauts-de-France territories caught by that rule, alongside Amiens, Bethune-Bruay, Lens-Lievin, Dunkerque and the Metropole Europeenne de Lille. Only Lille has actually opened one: the state register lists it and leaves Valenciennes out.
What that means for a driver today
No disc is read, no plate is registered, no camera or patrol is checking emissions inside the agglomeration. Park and drive as you would in any unrestricted French town.
What would change on the day it opens
French ZFEs are built in steps, and every one of the 25 live zones began by excluding only unclassified vehicles — petrol cars first registered before 1997 and diesels before 2001. If Valenciennes follows that pattern, a Crit’Air disc becomes the thing to have, not a newer engine. The disc costs EUR 5.11 including postage from certificat-air.gouv.fr.
Why the 2026 abolition vote did not settle it
Parliament voted to scrap ZFEs in April 2026, but the Conseil constitutionnel removed that clause on 21 May 2026 because it had no link to the law carrying it. The obligation and the 25 existing zones both survived, which is why Valenciennes still sits in the pending column rather than the cancelled one.
Recent changes to this page
- Crit'Air sticker price corrected to EUR 5.11 for a foreign-registered car (EUR 3.108 certificate + EUR 2.00 postage, certificat-air.gouv.fr price service); EUR 3.85 applies only to French plates.
- Status corrected to planned after checking the state ZFE register, which lists 25 live zones without Valenciennes. The Euro 5 diesel / Euro 3 petrol minimum, the weekday 08:00-20:00 window and the EUR 68 penalty were removed; the ministry map still shows the city as a zone to be created.
- Title, description and introduction rewritten from this page's own data (no shared template wording).
- Re-verified requirements against France authority portal.
- Updated enforcement procedure notes after seasonal review cycle.
