Utrecht Milieuzone Map 2026: Diesel Class 0-4 Banned, €130

Utrecht’s milieuzone, running since 2007, only concerns diesel — petrol cars of any Euro class enter without restriction. A diesel car needs emission class 5 or higher; classes 0 to 4 are refused. There is no sticker to display, only an automatic plate check against the vehicle register, and the city publishes the penalty as EUR 130 for a car, van or bus and EUR 320 for a lorry.

Utrecht Emission Zone

Utrecht’s milieuzone has run since 2007 and covers the centre — the same area as the city’s zero-emission zone for vans and lorries. The rule for a private car is narrow: the gemeente Utrecht milieuzone page states that a diesel car needs “minimaal emissieklasse 5”, that “een personenauto op een andere brandstof dan diesel mag wel de milieuzone in”, and that the scrappage subsidy exists for diesel cars “met emissieklasse 0, 1, 2, 3 of 4” — the classes the zone turns away.

Fine for Non-Compliance

The city states the amounts itself: “de boetes voor een overtreding zijn nu EUR 130 voor personenauto’s, bestelauto’s en autobussen en EUR 320 voor vrachtwagens”. It is the nationally fixed Mulder tariff rather than a Utrecht charge, which is why Amsterdam, The Hague and Arnhem publish the same figures. You can ask the municipality for the photograph of the offence.

Enforcement is a camera plate check, with no barrier and no warning — the first you hear of it is the letter.

The restricted area

Signs mark the zone. Cameras enforce it. The Milieuzone in Utrecht covers the central area. Major approach roads and ring roads are outside the restriction.

The expansion that did not happen

Utrecht planned to widen the milieuzone for diesel cars and buses to the whole built-up area from 1 January 2027. That is now off: under the final national traffic rules a municipality may only widen a car milieuzone where a van milieuzone or zero-emission zone covers the same ground, and the city does not want that yet. Its own wording is that “de milieuzone vanaf 1 januari 2027 nog steeds alleen in het centrum van Utrecht geldt”. The city has asked central government to change the rules and promises at least six months’ notice before any expansion.

Mopeds: a separate rule, and not a Euro one

Utrecht does regulate mopeds and scooters, but not through the milieuzone and not by Euro class. The rule runs on first-registration date and covers the entire municipality, Leidsche Rijn, Vleuten-De Meern and Haarzuilens included: from 2028 petrol, diesel and gas mopeds first registered up to and including 31 December 2017 are refused, and from 2030 every moped and scooter in Utrecht must be emission-free.

The sticker that saves you a fine

No stickers, no registration portal. The Dutch system checks your plate against the vehicle database. Compliant? You’re in. Non-compliant? Fine in the mail.

Foreign plates get checked too — European data sharing means they can look up your car’s emission class. If your diesel is pre-2015, check twice.

Three mistakes that cost money

Ignoring it because you didn’t see a barrier. Most modern emission zones use cameras, not gates. No barrier doesn’t mean no enforcement.

Thinking there’s a sticker to buy. There isn’t. The Netherlands checks your car’s registration data. If your diesel is too old, no amount of money will get you a pass. You simply can’t enter.

Relying on GPS routing. Navigation apps don’t always account for emission zones. They’ll route you through the cheapest or fastest path, not the compliant one.

Alternatives that actually work

The Dutch transit system runs like clockwork. Trains, trams, buses, and metros all accept the OV-chipkaart or a contactless bank card. For tourists, a day card is usually the best deal.

Amsterdam’s P+R scheme is brilliant — EUR 1/day at designated lots, but only if you also buy a transit ticket. Rotterdam and Utrecht have similar deals. City center parking costs EUR 5-7/hour.

Utrecht has a bike-sharing system. Grab one, ride around the center, drop it off. No sticker required.
