How Urbino’s gates work
The comune’s rule is blunt: inside the ZTL there is a permanent ban on entry, circulation, stopping and parking, with towing, for any vehicle without authorisation. Every gate is watched by cameras. What decides whether you may pass is a permit or a registered plate, never your car’s emission class.
The free-access windows exist to help shops in the centre, and they come with a parking rule. If you enter during a window without a permit, you may park only in white bays: with a 60-minute parking disc in summer and in the winter morning window, and without a disc in the winter evening window.

Permits for visitors
- Short stays: permits of 30 to 120 minutes for particular needs are issued by Urbino Servizi at the Infopoint in Borgo Mercatale, beside the lift entrance (open 07:00-20:00 on working days, 08:00-20:00 on holidays).
- Electric cars: phone your plate to 0722 378206 before entering; electric vehicles may then park freely with the registration document on display.
- Hybrids: same phone registration, but you must drive in on electric power only and park with the registration document and a 60-minute disc.
- Disabled badge holders from outside Urbino: phone the plate and badge details to the same number; a plate registered by phone is valid until 24:00 that day.
If your accommodation is inside the walls, ask it before arrival how your plate will be authorised, since the comune’s page lists no standing hotel exemption.
Fines
Driving through a gate outside the windows without authorisation breaks article 7 of the Codice della Strada and is fined EUR 83-332. Under article 198, repeated passes in the same ZTL on the same day count as one violation.
