Toulon has no ZFE in force. The metropole committed to one in 2020 but postponed it, and the government register of 25 French low-emission zones does not list Toulon, so no vignette or fine applies.
Didn’t France abolish its low-emission zones?
No — the repeal never took effect. Parliament did vote in April 2026 to abolish France’s ZFEs, which is why so many guides and news reports say they are gone. The Conseil constitutionnel struck that article down on 21 May 2026 (décision n° 2026-903 DC), so the ZFE provisions of the code général des collectivités territoriales (articles L. 2213-4-1 and L. 2213-4-2) stayed on the books.
One caveat most coverage misses: the article was annulled on procedure, not on its merits — the Council held it was a “cavalier législatif”, an amendment with no link to the bill it was attached to (Constitution, art. 45). Parliament can pass the same repeal again in a properly related bill, so this is settled for now rather than settled for good. Read the decision.

The Ministry’s register at mieuxrespirerenville.gouv.fr lists Aix-Marseille Provence and Nice Côte d’Azur for the PACA region and no zone at Toulon, and the métropole itself publishes no ZFE page. Why a commitment is not a zone
In February 2020 the metropolitan council agreed to prepare a ZFE and applied for ADEME support for the preliminary study. A ZFE only becomes real one step later, when a local arrêté fixes the perimeter, the Crit’Air classes affected and the start date, and the Ministry adds it to the national register. Toulon has not reached that step, and the cited reason has been consistent: measured pollution across the métropole sits under the European limit values that trigger the obligation.
Where the vignette does bite on this coast
Heading west on the A50 you reach Marseille’s ZFE inside the boulevard ring, which runs permanently, seven days a week. Heading east on the A8 you reach Nice, where the restriction covers the Promenade des Anglais, the Quai des États-Unis and the hypercentre. Between the two — Toulon, Hyères, La Seyne-sur-Mer, Sanary, Six-Fours — nothing checks your emissions class.
That is worth knowing if you are renting: a rental firm at Toulon-Hyères airport has no obligation to supply a vignette, and you will need one only once your route reaches Marseille or Nice.
