The perimeter, street by street
The zone covers everything inside the ring formed by avinguda Vidal i Barraquer, avinguda Argentina, avinguda Catalunya, carrer Reina M. Cristina, passeig Torroja, passeig Sant Antoni, vial William J. Bryant, passeig d’Espanya, carrer Comerç and Moll de Costa. Those boundary roads are outside the restriction, so you can follow them around the centre in any vehicle.
The rule foreign drivers actually need
A car on foreign plates that the DGT cannot classify gets automatic authorisation for up to 12 days a year — no form, no registration. The same 12-day allowance covers Spanish vehicles without a label making occasional trips. Beyond that, an authorisation has to be requested, and the council has 15 working days to answer.
Two more exemptions matter to visitors: vehicles heading for an off-street public car park inside the zone may enter without asking, and holders of reduced-mobility badges are covered by the authorisation categories alongside low-income drivers, essential services, goods transport and professional activity.
Enforcement and what it costs
Access is read by camera. Sticking the label on the windscreen is not compulsory — the council recommends it but identifies vehicles by plate, and the cameras do not photograph occupants. Breaking the access, circulation or parking rules is classed as a serious offence and, as the council’s FAQ states, carries a EUR 200 fine under Spain’s traffic law, which may rise by up to 30% if you reoffend.
