Stavanger — Why There Is No Zone to Check
A Norwegian low-emission zone is not something a city simply announces. Under forskrift 2016-12-20-1681, a municipality — alone or together with its neighbours — must obtain Statens vegvesen’s consent before a lavutslippssone can be introduced at all. Stavanger has no such zone, so nothing about your car’s age or fuel decides whether you can drive into the city.
