Spain ZBE Zones 2026 — 56 Cities, €200 Fine

Spain’s National ZBE Law

Spain was the first European country to make low-emission zones a national legal requirement. Under Ley 7/2021 (Ley de Cambio Climatico y Transicion Energetica) — implemented through Real Decreto 1052/2022 — every municipality with more than 50,000 residents (or 20,000 if air-quality limits are breached) must operate a Zona de Bajas Emisiones (ZBE). The rollout runs through 2024–2026, which is why new zones keep switching on across the country.

If you are driving anywhere inside a Spanish ZBE, you need a DGT Distintivo Ambiental (Categoria 0, ECO, C or B). The sticker costs EUR 5 from the DGT or approved workshops. Vehicles without a label are banned from every operational ZBE. The standard fine is EUR 200, reduced to EUR 100 if paid within 20 days via the DGT sede electronica. Foreign-plated vehicles must register with the DGT before entering a ZBE.

How to Get the DGT Etiqueta Ambiental

The Distintivo Ambiental is issued by the Direccion General de Trafico (DGT) based on your vehicle’s emission standard and fuel type. Spanish-registered cars can order the sticker online via the DGT sede electronica, pick it up at any Correos post office, or buy it from an authorised workshop. The sticker costs around EUR 5 and is posted to the registration address within a week.

Foreign-plated vehicles need to request an equivalent registration before driving inside a ZBE. The DGT accepts online applications with proof of the vehicle’s Euro emission class (homologation papers or registration certificate). Tourists renting a car in Spain can skip the paperwork — every Spanish rental-fleet vehicle already carries the correct label, so the category is assigned automatically. Check the windscreen before you leave the lot.

• Barcelona — ZBE Rondes, largest ZBE in southern Europe
• Valencia — central core ZBE
• Seville (Sevilla) — Casco Antiguo ZBE
• Zaragoza — Central ZBE
• Malaga — Centro Historico ZBE
• Bilbao — ZBE Bilbao 360
• Palma (Palma de Mallorca) — central ZBE
• Cordoba — Casco Historico ZBE
• Vigo — central ZBE rolling out through 2026
