Who can enter
Entry is by permit or authorisation, on the terms of the municipal ordinance. The council’s service pages list residents and domiciled residents, commercial operators, disabled drivers and general practitioners among the categories, plus temporary authorisations for removals, loading and unloading of building materials, and occasional transits. Your Euro rating does not come into it.
Entering once, legally
The Comunicazione di transito occasionale exists precisely for visitors. You submit Modello B1, completed and signed, with:

- a copy of the vehicle registration document
- a copy of your tax code or VAT number
