Who the Rouen ZFE Covers
The métropole’s own wording leaves no category out: since 1 September 2022 the zone “concerne tous les véhicules y compris ceux des particuliers (voiture, utilitaire léger, poids lourd, autobus, autocar …)”, and “sauf dérogation spécifique, la circulation et le stationnement dans la zone ne sont pas possibles aux véhicules de vignette Crit’Air 4 ou 5 ou sans vignette” (source).
Crossing the zone counts. Asked whether a vignette is needed for a driver merely passing through, the métropole answers “Oui. En la traversant, vous circulez à l’intérieur de la zone”. The same page states that the vignette “est obligatoire pour circuler dans la ZFE-m, même si le véhicule est électrique ou si vous avez une dérogation”, and that a foreign tourist is not exempt.
The Crit’Air 3 Step That Did Not Arrive
The loi Climat et Résilience set maximum deadlines for tightening a ZFE, “sauf si les normes de qualité de l’air sont respectées”. Rouen met them, and the métropole records the result directly: “L’intégration des véhicules Crit’Air 3 au 1er janvier 2025 est suspendue grâce à l’amélioration de la qualité de l’air.” That is why a 2006 diesel is still welcome here in 2026.
