The scenarios were prepared for the city by its urban development department together with Ernst & Young Baltic. The committee’s objection was one of substance: they read as a charging scheme, with EUR 253,616 already spent and more than EUR 155,000 reserved for an action plan, while the financial impact on the parties concerned had not been assessed, no funding sources identified and no plan set out for how any revenue would be used (riga.lv).
