Quimper 2026: No ZFE, and None Required by French Law
Zone à Faibles Emissions · France · No low-emission zone here
Source: official source · Verified: 2026-09-27
Quimper has no ZFE. Only Rennes and Brest carry the obligation in Brittany, and the state register of 25 French zones does not include Quimper, so no Crit'Air rule is enforced.
Didn’t France abolish its low-emission zones?
No — the repeal never took effect. Parliament did vote in April 2026 to abolish France’s ZFEs, which is why so many guides and news reports say they are gone. The Conseil constitutionnel struck that article down on 21 May 2026 (décision n° 2026-903 DC), so the ZFE provisions of the code général des collectivités territoriales (articles L. 2213-4-1 and L. 2213-4-2) stayed on the books.
One caveat most coverage misses: the article was annulled on procedure, not on its merits — the Council held it was a “cavalier législatif”, an amendment with no link to the bill it was attached to (Constitution, art. 45). Parliament can pass the same repeal again in a properly related bill, so this is settled for now rather than settled for good. Read the decision.

Quimper has no Zone a Faibles Emissions. Brittany’s environment directorate names only Rennes Metropole and Brest Metropole Oceane as the region’s two obliged agglomerations, and Quimper appears nowhere in the state register of 25 live French ZFEs — so no Crit’Air disc is read here and no emission penalty exists.

What Brittany’s own list says
The regional environment directorate sets out the ZFE obligation for agglomerations above 150,000 inhabitants and names exactly two in Brittany: Rennes Metropole and Brest Metropole Oceane. Quimper Bretagne Occidentale, with around 100,000 residents across its 14 communes, is not on the list, and the national register of 25 ZFEs does not carry it either.
Driving into the centre
The constraint in Quimper is space, not emissions. The medieval streets around the cathedral are pedestrianised or one-way, and the useful move is a car park on the ring rather than a Crit’Air disc. Nothing checks your Euro class at any point.
If Rennes is on your route
Rennes is the one Breton zone that bites. Since 30 December 2024 it refuses unclassified vehicles inside the rocade — petrol cars first registered before 1997 and diesels before 2001 — and it runs around the clock rather than on a weekday timetable. The disc itself costs EUR 5.11 including postage and takes a few days to arrive.
Why the 2026 vote changed nothing here
Parliament voted to abolish ZFEs in April 2026 and the Conseil constitutionnel struck the clause down on 21 May 2026 as unrelated to the law carrying it. The 25 zones stayed. Quimper, which never had one, was unaffected either way.
