Porto 2026: No Emission Zone, But Five Gated Quarters

Porto’s traffic rules live in one document, the Codigo Regulamentar do Municipio do Porto, and in its version of 27 November 2025 the phrase zona de emissoes reduzidas does not appear once (regulations index). No Euro class, no registration-date cutoff, no sticker, no emission fine. What the code does gate is who may pass a bollard, when a lorry may move, and whether a coach may come in at all.

Your case: A hire car of any age drives into Porto without a single emission check. The thing to plan for is the bollard at the end of a narrow street in Ribeira, not your engine.

What Porto Gates Instead

ZAAC — the bollard quarters

A Zona de Acesso Automovel Condicionado is defined in Art. D-8/3 as an urban perimeter “dentro do qual o acesso, a paragem e o estacionamento de veiculos automoveis e limitado a determinadas categorias de utilizadores previamente autorizados” — access, stopping and parking limited to previously authorised categories of user. Art. D-8/2 makes that apply “durante todos os dias do ano, 24 horas por dia”, and Art. D-8/5 bars any vehicle over 3,500 kg unless it is an authorised bulk supplier (CRMP).

Five quarters are managed automatically — Carmelitas, Cedofeita, Flores, Ribeira and Santa Catarina — and others are managed locally, their bollards worked by a key or a handset rather than by plate reading (ZAAC Porto).

Who gets through without asking first: emergency and police vehicles on urgent missions, municipal fleet vehicles on duty in that zone, and the shared-mobility operators’ vehicles while working. Everyone else registers. Residents and traders without their own parking inside the zone pay nothing for the first 30 minutes of each entry; a visitor pays nothing for the first three 15-minute fractions and then a rising access fee; a taxi gets 15 free minutes and no more than five may be inside one zone at a time. After leaving, a supplier, visitor or taxi may not re-enter for 30 minutes.

ZAR — the lorry rush-hour ban

Art. D-3/8 sets a Zona de Acesso Restrito for heavy vehicles “durante as horas de maior pressao do sistema viario”. The rule is blunt: “E proibida a circulacao e o estacionamento de veiculos pesados, entre as 08h00m e as 10h00m e entre as 18h00m e as 20h00m”. Public transport, emergency vehicles, military and police, State and municipal vehicles and postal services are outside it, and an operator can apply for a one-off authorisation.

ZR — the coach exclusion

Art. D-3/8-A closes a Zona de Restricao to passenger-transport vehicles on occasional service. Two carve-outs matter to a visitor: vehicles carrying nine people or fewer are not covered, nor are minibuses licensed by the city for tourist circuits.

What This Means for a Car

Nothing you drive is too old for Porto. There is no plaque to buy, no registration year to check against a table, and no penalty tied to your engine. The risk is mundane: a bollard you cannot pass, a clamp, a tow. Enforcement sits with the municipality, the Policia Municipal and the PSP, and Art. D-8/15 allows any vehicle parked inside a ZAAC to be blocked and removed under the national Codigo da Estrada.

Driving in Porto — Quick Reference

Speeding fines in Portugal start at EUR 60-300 for minor violations (1-10 km/h over) and increase steeply. Going 30+ km/h over the limit can result in EUR 300-1,500 + licence suspension.
