Pamplona’s ZBE is the Casco Antiguo, and it is younger than most listings admit: the council’s brochure dates it to the ordinance published in the Boletín Oficial de Navarra on 29 December 2025 — “Desde ese momento se hacen efectivas todas las restricciones medioambientales que contempla la Ordenanza” (folleto ZBE). The test is the DGT label: “Pueden acceder los vehículos con etiquetas 0 emisiones, ECO, C y B.” Everything else needs an exception. Crucially, the ZBE does not replace the old-town access rules — the 2017 ZAC permit system still applies underneath it, and the two are sanctioned separately.

Pamplona ZBE — a label test on top of an old permit system
To drive into the Casco Antiguo you now have to clear two gates at once. First the ZAC rules, unchanged since 2017, decide whether your reason for entering is allowed. Then the ZBE decides whether your vehicle is: “Para acceder, además de cumplir las normas de acceso al Casco Antiguo (ZAC), los vehículos deben tener distintivo ambiental de la DGT, salvo algunas excepciones.”
Which access types must show a label
Parcel loading and unloading up to 3.5 m³, hotel guests without parking, food delivery, events and 30-minute short stops all fall under the environmental restriction.
Which do not
Residents of Sector 1 and of Paseo de Sarasate in Sector 2; dependent persons (two vehicles); reduced-mobility holders; owners and tenants of garage spaces and reserved parking; commercial and hotel proprietors; loading and unloading; works, removals and repairs; emergency vehicles; public transport; the Mercado and Juan de Labrit stops; and authorised one-off accesses granted by businesses.
The label
Obtaining and carrying the DGT badge is compulsory — “Es obligatorio obtener el distintivo y llevarlo en el vehículo” — recommended in the lower right corner of the windscreen, or anywhere visible on a motorcycle. It costs about EUR 5 and is issued through the DGT.
Fines
Entering without an authorised environmental label is a grave infraction: EUR 200, or EUR 100 for prompt payment, exactly as the brochure states. Applications and plate registrations continue to run through the usual old-town channels at accesocascoantiguo.com.
Operating hours
Neither the council page nor the brochure publishes ZBE operating hours: the council defines the rule by access type, not by clock. A weekday 07:00-21:00 window and a “24/7” label printed here earlier came from third-party aggregators and have been withdrawn.
