Palermo’s ZTL Centrale (ZTL 1, the historic centre, plus ZTL 2) runs Monday to Thursday 08:00-20:00 all year; on Fridays and on Saturday and Sunday nights the hours change with the season, and on 1 November the winter timetable returns. A timetable that changes by day and season
AMAT’s technical rules, applied by ordinance no. 802 of 27 June 2024 from 1 July 2024, fix a daytime ZTL from Monday to Thursday that is the same all year, and a Friday and weekend that follow the season. The perimeter roads stay outside the zone.

For 2026 the Polizia Municipale confirmed the summer timetable until 31 October. The switch to winter hours on 1 November is fixed in AMAT’s rules; in past years the Comune also announced it in late October, but by 20 October 2026 no notice for the 2026/27 winter had appeared, so check the Polizia Municipale’s page before a Friday or Saturday night in early November. For events such as Christmas, Easter or the Festino di Santa Rosalia the Comune suspends the ZTL by specific ordinance. Mondello has its own separate summer ZTL.
The pass: who can buy it and what it costs
Palermo’s ZTL carries an emission filter: the technical rules refuse authorisation to petrol cars Euro 0, 1 and 2 and diesel cars Euro 0, 1, 2 and 3, as well as N2 and N3 heavy goods vehicles. For everyone else:

Buy it online with SPID or CIE at ztl.comune.palermo.it, in the PalerMobilità app or from AMAT resellers; since 4 May 2026 also in the Telepass app. Buy it for the day you drive in: the Comune warns that it cannot be used after the fact.
Hotel and B&B guests
The procedure is set out in the technical rules:
- give your plate to the accommodation;
- the accommodation, registered with AMAT, adds it to the whitelist;
- the first entry to unload and the final exit at the end of the stay are free;
- to come and go during the stay you need a pass: EUR 5 a day, EUR 15 a week, EUR 30 a month.
The Euro-class filter applies to hotel guests too: a Euro 3 diesel is not authorised.
Fines
Neither the Comune nor AMAT publishes an amount of its own; the ordinance refers to the statutory penalty of article 7 comma 14 of the Codice della Strada, EUR 83 to EUR 332, reduced by 30% if paid within five days. With a hire car the notice reaches you through the rental firm, which usually adds a fee.
Honestly, don’t drive into the centre at all
Palermo’s old town is tight and busy, with scooters everywhere and blind one-way streets. Park outside the ZTL and walk; keep the car for Monreale, Cefalù or Segesta.

The summer timetable runs to 31 October and the winter bands (Friday 23:00-24:00, Saturday 00:00-06:00 and 23:00-24:00, Sunday 00:00-06:00, beside the 08:00-20:00 daytime) return on 1 November under AMAT's rules; the Comune's own notice for winter 2026/27 had not yet been published, which the page now says.
- Rebuilt from AMAT's ZTL technical rules (May 2024, in force from 1 July 2024) and the Comune and Polizia Municipale notices. The ZTL does not run Monday to Saturday 8am-8pm: it runs Monday to Thursday 08:00-20:00 all year, with Friday and weekend-night bands that differ between summer and winter, and the night bands apply all year, not only in summer.
