Zona de Bajas Emisiones · Spain · Active since 2025-12-26
Source: official source · Verified: 2026-09-19
Ourense's ZBE Centro opened on 26 December 2025 and began fining on 1 July 2026. Only cars with no DGT label are caught; B, C, ECO and Zero labels enter freely.
Locally the zone is called Zona de Bajas Emisiones Ourense (Spain) — that is the wording on the boundary signs, on the official portal and on any penalty notice, so it is the phrase to search for once you are there.

Ourense’s ZBE Centro is newer and narrower than most listings suggest. The council’s own page sets out two dates: the zone began on 26 December 2025 without penalties, and fines started on 1 July 2026. Only cars carrying no DGT label are caught — B, C, ECO and Zero all enter freely — and an unlabelled driver can still request authorisation up to the fifth working day after entering.

Ourense ZBE — Zona de Bajas Emisiones
The zone covers a block of central streets rather than the whole city: Ramón Cabanillas (from Habana to Bedoya), Bedoya, Avenida Buenos Aires (Bedoya to Habana), Pena Corneira, Cabeza de Manzaneda, Monte Medo, Monte Seixo, Xosé Ramón Fernández Oxea, Lugo, Praza do Xardín do Posío, rúa do Villar as far as García Mosquera, and García Mosquera. A separate pedestrian zone (zona peonil) sits alongside it with its own rules.
Who Can Enter?
- Zero and ECO label — free entry
- C label — petrol registered from January 2006, diesel from September 2015 — free entry
- B label — petrol registered from 1 January 2001, diesel from 2006 — free entry
- No label — needs a right of access: residents, garage holders, essential services, loading and unloading within the hours of the municipal traffic ordinance, the school run, work inside the zone, and care visits each have their own application form on the council’s electronic office
Sticker / Permit
The DGT environmental label costs EUR 5 and is ordered from the DGT. It is the label, not a Euro number, that the cameras work from — a foreign-registered car without one falls into the unlabelled group.
Operating Hours
The council publishes no daily window: what matters is entering one of the listed streets without a right of access.
Fines
Ourense publishes no penalty figure on its ZBE page — check the sign at the gate. What the council does state clearly is the timing: entries have been sanctionable since 1 July 2026, and an authorisation requested within five working days of a first entry prevents that entry being fined.
Tips for Visitors
- Work out your DGT label before you arrive: with B or better, nothing here restricts you.
- If your car has no label and your hotel or garage is inside the zone, use the council’s application form rather than risking the gate.
- The adjacent pedestrian zone is a separate scheme with separate permissions — read which sign you are passing.
Recent changes to this page
- Rebuilt from the Concello de Ourense's own ZBE page. The start date was wrong by more than two years (recorded as 2023; phase 1 began on 26 December 2025, with sanctions only from 1 July 2026) and the weekday 07:00-21:00 window does not exist — the council publishes no time window at all. The restriction was also described too widely: cars carrying a B, C, ECO or Zero label enter freely, and only unlabelled vehicles need a right of access. Added the phase 1 street list, the phase 2 extension dated 1 January 2029, and the five-working-day window for requesting authorisation after an entry.
- Title, description and introduction rewritten from this page's own data (no shared template wording).
- Re-verified requirements against Spain authority portal.
- Confirmed DGT Environmental Label rules for 2026.
- Updated enforcement procedure notes after seasonal review cycle.
