Murcia has no low-emission zone you can drive into. Article 7 of the city’s own Ordenanza de Movilidad promises only that the council “implantará progresivamente zonas bajas emisiones” — will introduce them progressively — and sets no perimeter, no timetable and no penalty. Until an ordinance delimiting the zone is published, there is nothing to breach.

What Murcia has done, and what is still missing
Spanish low-emission zones become enforceable in three moves: a technical project defining the area, a municipal ordinance approved in plenary, and publication in the Boletín Oficial de la Región de Murcia. Murcia has completed the first. The second and third are what turn a plan into a rule a police officer can act on, and neither has appeared.
Compare that with Cartagena, 50 km away, whose ZBE ordinance was approved definitively and published in the BORM in April 2023, or with Molina de Segura, whose ordinance wrote its own warning-only period into the text. Those documents exist and can be read. Murcia’s does not yet.
If you are driving to Murcia this winter
- Nothing to buy. A DGT environmental badge is not required to enter the city, and no Murcia-specific permit exists.
- Check your label anyway. Knowing whether your car is 0, ECO, C, B or unlabelled costs nothing and decides your access in Madrid, Barcelona, Valencia, Zaragoza and Cartagena.
- Watch the BORM, not the news cycle. Announcements of imminent cameras have come and gone since 2023; the zone starts when the ordinance is published, and not before.
Recent changes to this page
- Corrected against the Ayuntamiento de Murcia's mobility ordinance (BORM, 25 April 2024), whose article 7 states only that low-emission zones will be introduced progressively. This page previously said cameras began fining on 1 January 2026 and gave Euro thresholds, a EUR 100-200 fine and Mon-Fri 07:00-20:00 hours that no municipal instrument has set.
