Monza ZTL 2026: 24/7 Cameras, EUR 83-332, Not Milan Area B

No — Monza is not inside Milan’s Area B: it is a separate comune about 15 km north, outside the Comune di Milano, and Milan’s zone stops at Milan’s boundary. Two other rules do apply. The city’s own ZTL over the historic centre is a permit gate whose cameras, the comune states, run 24 hours a day all year, with a breach fined EUR 83-332 plus costs under national law. And Lombardy’s regional emission limits bar Euro 0 and Euro 1 of every fuel plus Euro 2, Euro 3 and Euro 4 diesel on weekdays 07:30–19:30 — the Euro 5 diesel ban planned for 1 October 2026 has been deferred to 1 October 2027.

Monza’s own ZTL

The Comune di Monza divides the centre into three areas marked by different-coloured passes — “La ZTL è suddivisa in 3 aree, contrassegnate da pass di colore diverso, che consentono l’accesso solo dagli appositi varchi” — red entered from via Piermarini, via Passerini, piazza Roma and via Colombo; green from largo IV Novembre, via Mapelli and via Lambro; blue from largo IV Novembre, via Zucchi and vicolo Carrobiolo. The governing order is Ordinanza 4087 of 24 January 2025. A handful of streets in the green, blue and orange areas have no camera and use paper permits displayed in the windscreen instead.

The timing question has a blunt answer on the comune’s permits page: “Il controllo elettronico degli accessi alla ZTL è attivo 24 ore su 24 per tutto l’anno” — the access control runs around the clock, all year, across twelve gates. The same page limits goods handling to 06:00–10:00 and 14:00–16:00 and only for authorised vehicles, and still gives the penalty as “una sanzione di 80 euro, escluse le spese procedurali e di notifica” — a figure below the legal floor. The Codice della Strada, article 7 comma 14, as updated from 1 January 2021 by the Ministry of Justice decree of 31 December 2020, puts entering a ZTL without authorisation at “una somma da € 83 a € 332”, plus notification costs. Since 14 December 2024, article 198 comma 2-bis caps camera-detected passes into the same zone at “una sola sanzione per ciascun giorno di calendario”, so a second loop through the same gate the same day does not add a second ticket.

Guests of hotels inside the ZTL are one of the categories that can be authorised after the fact — the request goes to Monza Mobilità within 72 hours of the pass, with supporting documents. Do not rely on it as a plan; ask reception to register the plate first.

The Euro rule is regional

Monza is a Fascia 1 comune under Regione Lombardia’s permanent air-quality measures, in force “dal lunedì al venerdì, escluse quelle festive infrasettimanali, dalle ore 7.30 alle ore 19.30, dal 1° gennaio al 31 dicembre”. Inside that window Euro 0 and Euro 1 of any fuel are barred, as are Euro 2, Euro 3 and Euro 4 diesel; a particulate filter has not exempted a Euro 4 diesel since 1 October 2024. Regional decision 4843 of 28 July 2025 would have added Euro 5 diesel cars on 1 October 2026 in the comuni above 100,000 inhabitants, Monza among them. Following decree-law 167 of 28 September 2026, decision 6846 deferred that step: the region now states the Euro 5 diesel limits “non entrano in vigore dal 1° ottobre 2026” and start on 1 October 2027, while the limits up to Euro 4 diesel remain confirmed.

That rule covers the built-up area of the comune, not just the old centre, and breaching it carries EUR 75 to EUR 450 under article 27 of regional law 24/2006 — a separate matter from the EUR 83-332 ZTL ticket.
