The comune states that electronic access control at Monza’s ZTL gates is active 24 hours a day, all year, and national law fines an unauthorised pass EUR 83 to EUR 332 plus notification costs. Entry is decided by a red, green or blue pass, not by emissions. The emission rule is a separate, regional one: Lombardy bars Euro 0 and Euro 1 of every fuel and Euro 2, Euro 3 and Euro 4 diesel on weekdays 07:30–19:30; the Euro 5 diesel ban once dated 1 October 2026 now starts on 1 October 2027. Monza ZTL — Zona a Traffico Limitato
The Comune di Monza describes the layout as three areas with three pass colours — “La ZTL è suddivisa in 3 aree, contrassegnate da pass di colore diverso, che consentono l’accesso solo dagli appositi varchi” — each reachable only from its own gates: red from via Piermarini, via Passerini, piazza Roma and via Colombo; green from largo IV Novembre, via Mapelli and via Lambro; blue from largo IV Novembre, via Zucchi and vicolo Carrobiolo. Ordinanza 4087 of 24 January 2025 governs it. A few streets have no camera and use a paper permit shown in the windscreen instead, and piazza Trento e Trieste and piazzetta Corridoni are pedestrian areas closed to all vehicles.

Operating hours
24 hours a day, every day of the year. The comune’s permits page is explicit: “Il controllo elettronico degli accessi alla ZTL è attivo 24 ore su 24 per tutto l’anno”. Goods handling is confined to 06:00–10:00 and 14:00–16:00, and only for authorised vehicles.
Fines
The comune’s permits page still quotes 80 euro, “escluse le spese procedurali e di notifica”, but that is below the national floor. Article 7 comma 14 of the Codice della Strada, with amounts updated from 1 January 2021 by the Ministry of Justice decree of 31 December 2020, sets “una somma da € 83 a € 332” for driving into a ZTL without authorisation, plus notification costs. Since 14 December 2024, article 198 comma 2-bis allows only “una sola sanzione per ciascun giorno di calendario” when cameras record several passes into the same zone. Lombardy’s emission limits are a different offence with a different scale — EUR 75 to EUR 450 under article 27 of regional law 24/2006.
The regional Euro rule
Monza is a Fascia 1 comune, so Regione Lombardia’s permanent limits apply across the built-up area on weekdays 07:30–19:30, excluding mid-week public holidays: Euro 0 and Euro 1 of any fuel, and Euro 2, Euro 3 and Euro 4 diesel, are barred. Euro 5 diesel cars were due to join the list on 1 October 2026 under regional decision 4843 of 28 July 2025; after decree-law 167 of 28 September 2026 the region deferred that step to 1 October 2027, confirming the limits up to Euro 4 diesel.
