Messina ZTL — What Ferry Drivers Miss
Messina’s ZTL (Zona a Traffico Limitato) has been active since 2019 and is one of the most-fined zones in Sicily because of the Villa San Giovanni ferry connection. Most drivers cross the Strait of Messina, disembark at Rada San Francesco, and enter the restricted zone within 3 minutes — long before they realise it exists.

You Can Buy Your Way In
Unlike German Umweltzonen or French ZFEs, Messina sells no vignette — because it sells access instead. The Comune di Messina states it plainly: “La tariffa oraria è di 1€/h, tariffa giornaliera 5€.” Scratch-and-park tickets come from newsagents, tobacconists and bars, and ATM’s app sells the same thing digitally. Hybrids with an ATM badge pay half; electric cars park free. For longer stays there are subscriptions at EUR 92 a month, EUR 269 a quarter, EUR 538 for six months and EUR 942 a year.
Enforcement
ANPR cameras at every entry point, against hours the comune gives as “dalle 8.30 alle 13.30 e dalle 15.30 alle 20.30”. The midday gap is real, and it is the quietest window to reposition a car.
Fine for Non-Compliance
An unpaid, unpermitted entry is penalised under art. 7 of the Codice della Strada: EUR 83 at the minimum, rising to EUR 332. A confused loop through the Centro Storico on one day counts as a single violation under art. 198 c.2-bis, in force since December 2024. Rental agencies add their own handling charge on top.
The Ferry-Driver Trap
The Scylla is the ferry, the Charybdis is the ZTL. Drivers off the 6:00 Caronte & Tourist ferry from Villa San Giovanni hit Via Garibaldi within minutes and are logged by cameras before they find their first espresso.
Avoid it by: buying a EUR 5 day ticket before you roll off the ramp, or parking at the port garage (Parcheggio Cortina del Porto) or the Villaggio Annunziata P+R and taking the tram in. The ticket costs less than a coffee and a pastry; the alternative starts at EUR 83.
If Your Hotel Is Inside the Zone
Send an email at least 24 hours before arrival with your plate number, arrival date and vehicle type. Hotels register guests through the comune’s ZTL portal and email back a confirmation — keep it for six months, because it is your only evidence if a notice turns up later. If the hotel cannot register you, the paid route works just as well: the day rate covers arrival, unloading and the drive back out.
