Marbella has a ZBE on paper and signs on the street, but not yet the thing that makes other Spanish zones expensive. When the council approved it, it said the scheme would run “provisional y transitoria” pending an air-quality study and a proper ordinance, and that in the meantime “durante esta etapa de transición el incumplimiento de la normativa solo será objeto de una advertencia” — a warning, not a fine (marbella.es, 10 October 2023). As late as September 2025 the council was still installing monitors as a step “previo a la implantación definitiva”. Treat the zone as real and signposted, the penalty as not yet switched on.

Marbella ZBE — what the council actually approved
The zone is confined to the two historic centres — Marbella’s old town and San Pedro Alcántara — not the wider municipality or the coast road. The council’s agreement restricts those streets to “vehículos con etiqueta ambiental B, C, Eco y Cero” plus a list of local users: residents, owners and tenants of garage spaces, commercial premises or tourist accommodation inside the area, goods distribution and delivery vehicles, vehicles regularly carrying people for health reasons, reduced-mobility card holders, and state security and emergency vehicles.
What that means for a visitor
If your car is a petrol from 2001 or a diesel from 2006 onwards, it already qualifies for a B label and falls inside the permitted set. Cars with no DGT label are the ones the scheme is aimed at — and, as things stand, the consequence for one of those is a warning from an officer or the council, not a penalty notice.
If the ordinance is approved
A ZBE breach in Spain is a grave infraction under the national Traffic Law: EUR 200, halved to EUR 100 for payment within 20 calendar days. That is the figure to expect once Marbella finishes the process, and we will change this page when the ordinance is published rather than before.
Getting a label
The distintivo ambiental costs about EUR 5 from the DGT, traffic offices or post offices. It is worth having for Spain generally — Granada, Córdoba, Pamplona and Santander all enforce on it today — even though Marbella does not yet fine anyone for its absence.
