What happened to the Manchester zone
A Class C charging zone was due to start on 30 May 2022, covering all ten Greater Manchester boroughs. It was paused days beforehand, spent two and a half years under review, and on 23 January 2025 the government confirmed the region would go a different way. The announcement is blunt about the consequence for drivers: “Today’s decision rules out a Clean Air Zone in Manchester so motorists will not be charged to drive into the area.”
Cameras and signs installed for the shelved scheme came down during 2025. gov.uk’s guidance page now lists only Bath, Birmingham, Bradford, Bristol, Portsmouth, Sheffield and Tyneside, and records that Greater Manchester was removed after “agreement to a non-charging plan”.
What this means for a visiting driver
Nothing to do. There is no boundary to look out for, no vehicle check to run, no account to open and no deadline to meet. An old diesel van is in exactly the same position in Manchester as a new electric car.
The one thing worth keeping straight
Greater Manchester is the exception, not the rule. Drive 40 miles east to Sheffield or south to Birmingham and you are in a live charging zone with its own class, rates and payment deadline. Bradford and Tyneside are class C like the scheme Manchester dropped; Birmingham and Bristol are class D, which does charge cars. Check the city you are actually going to rather than assuming the region sets the pattern.
Getting around without the car
Manchester’s Metrolink tram network reaches the airport, Salford Quays and most of the inner suburbs, and contactless bank cards work across the Bee Network’s buses and trams. Park-and-ride sites sit on most tram lines, which is usually cheaper and calmer than hunting for a city-centre space — not because of any emission rule, but because central parking is expensive and scarce.
