Málaga ZBE Map 2026: Unlabelled Outside Cars Pay €200

Málaga’s ZBE has no operating hours — the ordinance that created it sets no time window, so the 404-hectare perimeter is controlled continuously by its 34 entry gates. And the rule is not a Euro cut-off: article 15.3 bars cars carrying etiqueta B or no label at all whose road tax is not paid in Málaga (Ordenanza de Movilidad, BOP 231/2024). Unlabelled outside cars became fineable in December 2025; etiqueta B follows in December 2026. The penalty in the ordinance’s own table is €200.

The rule that catches visitors

Almost every ZBE in Spain asks one question: what does your DGT label say. Málaga asks two, and the second one is where visitors lose. Article 15.3 restricts etiqueta B and unlabelled vehicles that are not domiciled for the municipal vehicle tax in the city of Málaga — so an identical pair of cars, one registered in Málaga and one in Madrid or Manchester, get opposite answers at the same gate.

A foreign-registered car is by definition not taxed in Málaga. If it would rate below etiqueta B under the DGT scale — petrol first registered before 2000, diesel before 2006 — it is in the restricted group today.

Who drives in freely

Under article 15.1, cars carrying DGT label 0, ECO or C enter automatically, read by plate at the gate. So do municipal taxis and VTC, regular public buses, vehicles recognised as historic under RD 1247/1995, and goods vehicles in categories N2 and N3. Emergency, medical, police, fire, funeral, cleaning, tow, cash-in-transit and postal vehicles enter after an automated plate check.

What the label maps to

There is no Euro number in the ordinance, but the DGT scale behind the labels translates roughly as follows: 0 and ECO cover electric, plug-in hybrid and gas vehicles; C covers petrol from 2006 and diesel from 2014; B covers petrol from 2000 to 2005 and diesel from 2006 to 2013; anything older carries no label.

The label costs about €5 from sede.dgt.gob.es and goes on the windscreen, though the gates read plates rather than stickers.

Before you drive in

Check your registration date first — that, not the model year, is what the DGT scale uses. If your car would be unlabelled, park outside the perimeter: the ZBE boundary follows Paseo Antonio Machado, Avenida de la Aurora, Avenida de Andalucía, Avenida de Barcelona and the streets round to the seafront, and the large car parks sit just outside it.

Three smaller zones — the Centro Histórico, the Centro de Arte Contemporáneo, and Soho Este and Oeste — sit inside the ZBE perimeter as zonas de especial protección. To enter any of them you must satisfy both sets of criteria, and unauthorised entry to one of those is a separate €200 offence.
