The area inside the Mura Urbane is divided into three zones of increasing strictness. ZTL C only caps mass, size and speed — anyone may drive and park in the blue bays. ZTL B admits permit-holders. ZTL A bans access and parking outright unless you are authorised. Entry and exit are camera-controlled, and you must be out of B and A within ten minutes of your permitted period ending.

Getting in as a hotel guest
Accommodation inside ZTL A or ZTL B — hotels, alberghi, B&Bs and licensed short-let structures — can issue guest permits under category Z4. Each permit is tied to one vehicle, and the number a property may issue is capped in proportion to its rooms or apartments. Ask your host to register your plate before you set off, not after you have passed a gate.
Annual permits take the form of an adhesive windscreen label readable by the camera system; daily permits are issued on paper and must be displayed on the windscreen.
The Zona Verde: Lucca’s other restriction
Separately from the ZTL, Lucca operates a Zona Verde under mayoral ordinance 1840 of 31 October 2019, amended by ordinance 846 of 23 April 2024. It bans the oldest vehicles outright: petrol cars at Euro 0, diesel cars at Euro 0, 1 and 2, and Euro 0 mopeds and motorcycles. This is an emission rule, it covers a wider area than the walls, and it is the one place in Lucca where your Euro class genuinely decides the answer.
Practical notes for a first visit
- Aim for ZTL C or a car park outside the walls. Piazzale Don Aldo Mei and the perimeter parking are the usual choices.
- The speed limit inside the walls is 30 km/h and vehicles over 3.5 t, 6.50 m or 2.20 m are excluded from the centre entirely.
- Tourist road-trains are banned from the historic centre under article 59 of the highway code.
- Unauthorised entry is punished under the Codice della Strada, the national rule for ZTL breaches; the comune does not publish a local tariff of its own.
