Logroño has done the drawing but not the legislating. The perimeter is defined and the signs exist, yet the ayuntamiento’s own ZBE pages say the rules section “se actualizará con los contenidos de la Ordenanza de Zonas de Bajas Emisiones una vez sea tramitada para su aprobación” — the ordinance has not been through that process. Until it is, drive in on anything: no DGT label, no Euro threshold, no fine.

Logroño ZBE — Zona de Bajas Emisiones
Logroño is one of the roughly 150 Spanish municipalities required to create a low-emission zone under Ley 7/2021, and it has taken the first steps: the zone is delimited and the signage designed. What has not happened is the legal act that gives it force.
The perimeter
The zone is the area bounded by c/ Madre de Dios, c/ Luis de Ulloa, Avenida de la Paz and Avenida de Doce Ligero de Artillería (Ayuntamiento de Logroño — Delimitación). That is the shape to watch; nothing inside it is restricted yet.
Who Can Enter?
Every vehicle, at every hour, with or without a DGT label. No camera is issuing a ZBE charge or penalty in Logroño.
What will change when it starts
The council has published the intended rule: free circulation throughout the perimeter for vehicles with a 0, ECO, C or B label, as well as bicycles, other cycles and personal mobility vehicles, while “estará prohibido el acceso de vehículos sin etiqueta ambiental al interior de la ZBE para no residentes, aunque se implantará un periodo de moratoria” (Ayuntamiento de Logroño — Vehículos). In practice that means a labelled car — petrol from Euro 3, diesel from Euro 4 — will keep its access even after the switch.
Sticker / Permit
None required. You do not need a DGT environmental label to drive in Logroño today. If you already have one, it will cover you when the zone does start.
Fines
None. With no ordinance in force, there is no ZBE offence to commit.
Tips for Visitors
- Nothing to arrange for Logroño itself — do not buy a label on its account
- If your car carries a B label or better, the announced first phase will not affect you either
- Check the council’s ZBE pages before a future trip; the FAQ section filling in is the signal that the ordinance has passed
