La Línea's ZBE 2026: Fines Only Started This January

La Línea de la Concepción switched on ZBE I, its town-centre zone, on 25 April 2025, once the access cameras were in place. The rest of 2025 was a warning-only phase: drivers were notified but not fined. Since January 2026 cars with no DGT environmental label may not enter; B-label cars lose access in 2027 and C-label cars in 2028 (zbe.lalinea.es). Entering against the rules is a serious offence under Spain’s traffic law, fined EUR 200.

How the La Línea ZBE works

The council runs two zones under the municipal ordinance published in the Cádiz provincial bulletin (BOP no. 155, 12 August 2024).

• ZBE I (town centre): about 15.9 hectares inside a 1.59 km perimeter, covering Calle Real, Plaza de la Iglesia, Calle Sol, Calle San Pablo, Calle Teatro and neighbouring streets. Access is checked by number-plate cameras at ten control points. The perimeter roads themselves (Avenida de España, Calle del Clavel, Calle Granada, Calle López de Ayala and others) stay open to all traffic.
• ZES streets: some streets inside ZBE I, entered for example from Avenida de España into Calle San Pablo, are open only to residents with a garage, whatever label or general authorisation a car has. Bicycles and personal mobility vehicles may use them freely.
• ZBE II (Parque Princesa Sofía): closed to all unauthorised traffic since 31 January 2023 (Mayoral Decree 0006/2023), regardless of label.

Label rules by year (ZBE I)

DGT gives the B label to petrol cars and light vans registered from 1 January 2001 and diesels from 2006, and the C label to petrol from 2006 and diesel from September 2015. Older vehicles get no label.

Sticker / Permit

The DGT label costs EUR 5 to issue, although sellers may add postage. A car on foreign plates cannot get a Spanish label; DGT recognises labels from countries with their own classification (such as Germany and Austria) through an equivalence table.

Authorisations visitors can use

The council lists these routes into ZBE I for vehicles that would otherwise be refused:

• guests of tourist accommodation and users of public or private car parks, where the business is connected to the ZBE system;
• medical or veterinary appointments, events and deliveries;
• holders of a disabled parking card (unlimited authorisation with the card on show).

On-street parking inside the zone is for authorised or exempt vehicles only. The council’s website has a plate checker: if your plate shows as denied, you can apply for an authorisation and give the reason.

Fines

Breaking ZBE access rules is listed as a serious offence in article 76 z3 of the Spanish traffic law, and article 80 sets serious offences at EUR 200. Paying within 20 calendar days of notification cuts this by half.

Tips for Visitors

• If you are crossing to Gibraltar, the perimeter roads around the centre are open to every vehicle; only the streets inside need a label or authorisation.
• Staying in the centre? Ask the hotel or car park whether it registers guests’ plates with the ZBE system before you drive in.
• Rental cars: check the DGT label on the windscreen; from 2027 a B-label car will no longer be allowed in.
