Leeds — a Clean Air Zone that never started
Leeds consulted on a charging zone in 2018 and built for it. Then the fleet overtook the policy. By the time the review reported, more than 90% of buses and 80% of HGVs driven in the city met Euro VI, nearly half the licensed taxi and private-hire cars were hybrid or electric, and pollution on the key routes had dropped below legal limits with no sign of climbing back. The conclusion was that the zone would charge almost nobody, so it was not introduced.

Everyone. No vehicle is restricted, no daily charge exists and no permit or sticker is needed, whatever your car burns.
Fines
There are none, because there is no charge to miss. The penalty notices that English drivers associate with clean air zones — typically over £100 on top of the unpaid daily charge — belong to the seven cities that actually operate one.
Where this does catch drivers out
On a wider trip. Bradford is fifteen minutes west and charges vans, taxis, buses and lorries; Sheffield and the other listed cities each run their own scheme with different classes and different charges. A journey that starts clear in Leeds can cost money an hour later.
