The federal register kept by the Umweltbundesamt puts its start at 1 January 2012, with a second stage in 2013 and the green-sticker-only stage on 1 July 2014 (UBA Umweltzonen register). Diesel cars need Euro 4; petrol cars need only a regulated catalytic converter. Driving in without the EUR 5-15 sticker costs a flat EUR 100, checked 24/7 by police and camera.

Hagen emission zone
The zone has been in force since 1 January 2012. Two tightening steps followed — 1 January 2013, then 1 July 2014, after which yellow and red stickers stopped being valid here (UBA register).

Sticker and registration
The green Umweltplakette costs about EUR 5-15 online from umwelt-plakette.de, at a TÜV or DEKRA station, or at a Zulassungsstelle. Online takes roughly a week; in person you walk out with it. It stays on the car and never expires.
Enforcement and fine
Police patrols and cameras, 24 hours a day. A missing or invalid sticker costs EUR 100, with no Flensburg point since 2014.
Inside the zone
Green circular signs at every approach road mark where the Umweltzone starts. It covers the inner city and adjoining residential streets; ring roads and motorways around Hagen stay outside the boundary.
Don’t make these mistakes
Planning to deal with it later. By the time the notice arrives — often weeks after the trip — disputing it is largely pointless and the admin fees have piled up.
Assuming the zone is only the pedestrian centre. German Umweltzonen are far larger, covering whole neighbourhoods.
Buying a yellow or red sticker. Neither has been valid in Hagen since 1 July 2014, nor anywhere else in Germany.
Trusting the rental car. Most fleets are compliant; older or budget vehicles sometimes are not. Check at pickup.
Getting around without driving
German public transit is excellent, and the Deutschland-Ticket costs EUR 49 a month for every local transit system in the country — worth it even for a week.
Most German cities have P+R lots at suburban S-Bahn stations: EUR 1-3 a day, then the train in. City-centre garages run EUR 2-4 an hour.

With your own car, the EU's cross-border traffic system does not apply: Directive 2015/413 covers only eight road-safety offences and emission-zone violations are not among them.
