Haarlem’s centre is an uitstootvrije zone — a zero-emission zone — and it has applied to vans and lorries since 1 June 2025. Passenger cars are outside it altogether: the municipality states that “de uitstootvrije zone geldt niet voor personenauto’s”. Fines for goods vehicles began on 1 March 2026, after a warning period that ran from the launch to 28 February 2026.
Haarlem’s Zone — Who It Is For
The city replaced its old low-emission zone with this one. That earlier scheme restricted diesel lorries; the national milieuzone register notes that for Haarlem, as for eight other Dutch cities, “the low-emission zone for diesel trucks has been discontinued with the introduction of zero-emission zones”. Neither version has ever asked anything of a private car.
Who Does It Apply To?

The Transition Is Not Finished
Zero-emission does not yet mean zero-emission for everything. National transition arrangements — the municipality calls them “landelijke overgangsregelingen” — keep letting cleaner goods vehicles through for a period after the launch. The next step is fixed: from 1 January 2027, vans of emission class 5 may no longer enter.
Where the Boundary Runs
The zone covers Haarlem’s Centraal Stedelijk Gebied, the central urban area, and the municipality publishes the perimeter as an interactive map rather than a street list. Operators can test a specific plate through the national number-plate check before setting off, and temporary exemptions are applied for through the RDW portal, with local arrangements for market traders.
Sticker & Registration
There is nothing to buy and nothing to display. Dutch enforcement works from the vehicle register, read by camera, which is why no sticker scheme exists anywhere in the country.
The One Thing to Know Before Entering
If you are in a car, nothing. Drive in, park, leave. The zone will not look at you.
If you are moving goods, check the vehicle rather than the destination. A diesel van that was waved through in 2024 may now be outside the rules, and after 1 January 2027 a class 5 van certainly will be. Booking a combustion-engine van for a delivery into the centre is the mistake that costs money here.
Don’t Make These Mistakes
Assuming a Dutch city zone means older cars are banned. Some Dutch cities do restrict older diesel cars — Haarlem does not, and never has.
Treating a converted camper as a camper. The exemption follows the registration document, not the interior.
Relying on a satnav to know the boundary. The perimeter is a municipal map; check it before the delivery, not at the barrier.
Getting Around Without Driving
Trains, trams, buses and metro all take the OV-chipkaart or a contactless bank card, and Haarlem is twenty minutes from Amsterdam by train. There is a bike-share for the centre. And if you arrive by car, you can simply drive in — this zone was never about you.
