The city’s own mobility service states it plainly: “no tendrán autorización para acceder a la ZBE aquellos vehículos que no dispongan del domicilio fiscal en el término municipal de Granada y que además no tengan distintivo medioambiental” — movilidadgranada.com. Both conditions have to be true. A car taxed in Granada gets in whatever its badge, and any car with a B, C, ECO or 0 badge gets in wherever it is registered. The zone runs 24 hours a day, every day of the year, and the sanctions regime took effect on 1 October 2025.

Granada ZBE — how the check actually works
The perimeter covers 23.55 km², bounded by the city’s built edge rather than a small historic core; the ring road (GR30), the Ronda Sur (A-395), Merced Alta (A-4006) and Avenida Santa María de la Alhambra sit outside it, so you can reach the Alhambra without entering the zone. Access to the cemetery is free.
Which vehicles are refused
Only the intersection of two sets: no DGT environmental badge and no tax address in the municipality. The city defines unbadged as “vehículos de gasolina anteriores al 2001 y diésel anteriores al 2006, como regla general”. If you are driving a hire car or your own modern car into Granada, you are almost certainly outside that set.
Exemptions that need no paperwork
Vehicles taxed in Granada; anything with a B, C, ECO or 0 badge; holders of a municipal loading-and-unloading card; scheduled and chartered buses; adapted-transport services and PMR-card vehicles already authorised for a restricted zone; emergency and essential public services; municipal service vehicles; roadside assistance under RD 159/2021; taxis and VTC; bicycles, cycles and personal mobility vehicles; works vehicles; broadcast vehicles; and any vehicle entering a car park in the municipal control system for at least an hour.
Other cases — unbadged vehicles doing loading and unloading without a municipal card, adapted transport not previously authorised, and similar — need an application, renewable by responsible declaration after two years.

A ZBE breach is a grave infraction under the national Traffic Law, which the DGT prices at EUR 200. Paying within 20 calendar days reduces it to EUR 100 and closes off an appeal. The city takes ZBE queries at zbe@granada.org.
