What the three classes actually mean
Klass 1 covers heavy lorries and buses. The base rule allows six years of access from first registration, excluding the year of registration itself; vehicles cleaner than Euro III get eight years; anything meeting Euro VI may drive in regardless of age.
Klass 2 is the one aimed at cars, light buses and light lorries: a petrol or other spark-ignition vehicle needs Euro 5 or Euro 6, and a diesel needs Euro 6. Gothenburg does not operate one.
Klass 3 admits only electric and fuel-cell vehicles plus gas vehicles meeting Euro VI, with plug-in hybrids allowed among heavy vehicles if they meet Euro VI.
