Getxo, the affluent coastal town on the estuary just outside Bilbao, is the only major Bizkaia municipality that has not activated a Zona de Bajas Emisiones, even as other towns of similar size have gone ahead. No DGT environmental label is required, there is no restricted boundary to look for, and no vehicle is fined for driving through. If the town does declare a zone, the plan on file would apply on weekdays to unlabelled vehicles — but for now nothing is enforced.
