Genoa’s ZTLs never switch off. The Comune’s rules, updated by council decision 74 of 10 April 2025, give all nine zones, Centro Storico and Molo included, the same wording: valid “every day of the year and for the full 24 hours”. Nothing about it depends on your Euro class; what gets you in is residency, a permit or a specific authorisation. Locally the city is Genova, the name on every sign and every fine notice.

Castelletto and Fontane Marose are not ZTLs. Castelletto does not appear in the rules, and Piazza delle Fontane Marose is expressly excluded from Sector 1. Earlier versions of this page gave them their own hours; those were wrong.
The current rules replace a regime set up in 2000, and the electronic gates have been running since 2008.
Gates in the historic centre
The Centro Storico is split into five sectors, and a permit is valid only through the gates of its own sector: coming in through another gate counts as entering without authorisation.

On 30 April 2026 the Comune announced that the 2008 gates will be replaced by about 180 detection points, which will also watch exits. Until the new system goes live, the 11 gates above apply.
Hotel guests: luggage only
For guests of hotels, B&Bs and guest houses the rules allow one thing: access to load and unload bulky luggage, at any hour.
- Give your plate to the accommodation.
- The owner enters it in the operator’s system within 48 hours of your entry.
- Unload and drive out again: parking is not covered.
The accommodation pays an annual fee based on its rooms (EUR 27 up to 10, EUR 54 for 11-20, EUR 100 above 20); guests pay nothing. Public garages inside the ZTL work the same way, registering the plate within 48 hours with a EUR 2.50 daily pass.
Electric cars and bicycles
Bicycles ride freely in every ZTL. Electric vehicles may enter at any hour, but only with a pass (contrassegno) that the Comune issues free of charge, valid for a year and for all zones. Apply before you drive in; without it the gate treats the car like any other. The rules give hybrids no exemption.
Fines
The Comune does not publish an amount of its own: unauthorised passes are reported for the penalties set by article 7 comma 14 of the Codice della Strada, EUR 83 to EUR 332, reduced by 30% if paid within five days. Someone entitled to a permit who had not yet registered can regularise the pass within 48 hours.
Beyond the ZTL: Euro-class restrictions
Separate from the ZTL, and on roads with no gate at all, the Comune has restricted older cars since 30 June 2025, Monday to Friday, 07:00-19:00:

In Area 1 the same thresholds apply to light commercial vehicles. Electric, hybrid, CNG and LPG cars may circulate. Euro 5 diesels are not covered by the rules in force. Regione Liguria’s air-quality plan names 1 October 2026 as the start of a Genoa ban on diesel cars and vans up to Euro 5, but only “if the legal limits continue to be exceeded”, and it lets the Comune adopt compensating measures instead of a ban. The Comune has announced no ordinance extending its restrictions to Euro 5, so on 1 October 2026 the weekday ban in Area 1 still stops at diesel Euro 4. Any extension would come by a new mayoral ordinance, announced on the Comune’s press pages.
