How a Restricted Day Works
The ordinance language is unambiguous about who is stopped: “divieto di circolazione, in ambito viario urbano, per le autovetture private di classe emissiva pari o inferiore a Euro 4 diesel, dalle ore 8.30 alle ore 18.30”, and the same window for petrol cars at Euro 3 and below. Commercial vehicles — diesel up to Euro 3, petrol up to Euro 2 — and three- and four-wheel mopeds at diesel Euro 2 are stopped in the morning half of the day, 08:30 to 12:30.
The perimeter is the built-up core, described street by street in each ordinance from Via Tiburtina and Piazza Madonna della Neve round past Viale Volsci and Viale Europa. It is the town centre, not a handful of alleys.

Electric and hybrid cars, buses, taxis and hire cars with driver, emergency services, vehicles serving disabled passengers and anything authorised by the Polizia Locale still move.
