Frederiksberg Emission Zone
The zone has existed since 2008, but for its first fifteen years it was a heavy-vehicle measure. What changed the calculation for visitors was a law passed in the Folketing on 22 March 2022, which allowed the municipalities to bring diesel passenger cars into their zones. They used it, and from 1 October 2023 a diesel car without a particulate filter can no longer legally be used in the miljøzone in Frederiksberg, København, Odense, Aarhus or Aalborg (miljoezoner.dk).

Fine for Non-Compliance
DKK 1,500 (~EUR 200) for a car, van or minibus and DKK 12,500 for a lorry or bus. If you can document afterwards that the vehicle met the requirements, Miljøstyrelsen must have it within 80 days of the notice, and the DKK 1,500 becomes DKK 1,000.
An enclave with no way round
Frederiksberg’s position is the practical catch. It sits inside København, so there is no bypass that stays outside a zone — leaving one means entering the other, and the requirement does not change between them. København publishes a transit route to Nordhavn for vehicles that cannot comply and Aalborg one to the Limfjordsbroen; Frederiksberg has neither. If your diesel is below Euro 5 and has no filter, the honest answer is to leave it outside and take the Metro, which runs under Frederiksberg on the M1, M2 and M3 lines.
How to sort out the paperwork
For a Danish car, none: the Euro class and any fitted filter already sit in Køretøjsregisteret and the cameras read against it. For a foreign car, the only thing that matters is the date of first registration — a diesel car or minibus from before 1 January 2011 must be registered at miljoezoner.dk before the day you drive in. Registration is free, works immediately, and covers five years.
A retrofit is a genuine route back into compliance. For a passenger car an open filter is usually enough and is the cheaper of the two types; a few models can only take a closed one. In Denmark the car must then be inspected so the filter is recorded in the register — an unrecorded filter is invisible to a camera.
