Ferrara does not run a low-emission zone of its own. It follows the Emilia-Romagna regional anti-smog scheme, which Arpae publishes for the whole plain: limits apply in built-up areas, Monday to Friday, 08:30 to 18:30, from 1 October to 31 March — for this season, 1 October 2026 to 31 March 2027. The stop line is diesel up to and including Euro 4 and petrol up to and including Euro 2, so a diesel needs Euro 5 and a petrol car Euro 3. Outside those six months, and at weekends within them, there is no emission limit at all. Breaches fall under the Codice della Strada: EUR 83-332.

Ferrara Emission Zone
Ferrara is listed in the regional register as a Pianura Est municipality, which is what puts it inside the scheme. The rules are set regionally under D.A.L. 152/2024, LR 9/2026 and DGR 1505/2026, so they are identical in Ferrara, Modena and Ravenna — what varies between towns is only the extra local measures each council adds.

The Euro 5 diesel trap
Meeting Euro 5 is not a season pass. In municipalities above 30,000 inhabitants — Ferrara among them — diesel up to and including Euro 5 is additionally stopped on the region’s ecological Sundays, and again whenever emergency measures are triggered by a forecast PM10 exceedance, on those days from 08:00 to 19:00 rather than 08:30 to 18:30. A 2013 diesel that drives in happily on a Wednesday can be in breach on the following Sunday.
The measures are suspended on days when public transport in the municipality is on strike.
The boundary and the hours
The restriction applies inside the centro abitato — the built-up area — not only to a small marked centre, and not to the ring roads outside it. It runs Monday to Friday, 08:30 to 18:30; evenings, nights and weekends are free of it, which surprises drivers who assume an Italian zone means round-the-clock cameras.
Two different zones, one city
The historic-centre ZTL is a separate scheme: permit-based, year-round, and nothing to do with Euro classes. Following a satnav into it in July, when the emission rules are dormant, still produces a fine. If your accommodation is inside the ZTL, give the hotel your plate, make, model and dates before you arrive — after the fact is usually too late.
The fine
The Comune publishes no amount of its own. A breach is sanctioned under article 7 comma 14 of the Codice della Strada, a band of EUR 83 to 332, posted to the registered keeper.
What catches people out
Assuming it’s year-round. It isn’t. The emission restriction is a winter measure (1 Oct–31 Mar), weekdays only, 08:30 to 18:30.
Rental car assumption. People assume every rental car is compliant. Most are. Some aren’t — especially budget rentals, older fleet vehicles, or cars rented from private platforms. Check at pickup if you’re travelling in winter.
Ignoring it because you didn’t see a barrier. Modern zones use cameras, not gates. No barrier doesn’t mean no enforcement.
Following GPS into the old-town ZTL and not realizing it. That permit zone runs year-round, independent of the seasonal emission scheme. The camera takes your picture, the system generates a fine, and the first you hear about it is when a penalty notice arrives in your home country.
Not telling your hotel. If you’re staying inside the ZTL, the hotel can register your plate — but only if you tell them your license number before arrival. After the fact is almost always too late.
Better ways to get around
Rome and Milan have metros. Ferrara and most other Italian cities rely on buses, plus bikes. Buy tickets before boarding — at tabacchi shops, newsstands, or stations. Not on the bus.
Park-and-ride lots on the edge of town offer a sane alternative to driving into the centre. Inside the ZTL, parking is either nonexistent or ruinously expensive.
Consider renting a bike. In Ferrara — one of Italy’s great cycling cities — it’s often the fastest way to get around the centre, with no parking hassles and nothing to worry about in either season.
