Évreux Has No ZFE in 2026 — Rouen Holds the Nearest
Zone à Faibles Emissions · France · No low-emission zone here
Source: official source · Verified: 2026-09-27
No. Évreux has no low-emission zone. France's national register lists 25 ZFEs and Évreux is not among them; Normandy's three are Rouen, Caen and Le Havre. No Crit'Air check or fine applies here.
Didn’t France abolish its low-emission zones?
No — the repeal never took effect. Parliament did vote in April 2026 to abolish France’s ZFEs, which is why so many guides and news reports say they are gone. The Conseil constitutionnel struck that article down on 21 May 2026 (décision n° 2026-903 DC), so the ZFE provisions of the code général des collectivités territoriales (articles L. 2213-4-1 and L. 2213-4-2) stayed on the books.
One caveat most coverage misses: the article was annulled on procedure, not on its merits — the Council held it was a “cavalier législatif”, an amendment with no link to the bill it was attached to (Constitution, art. 45). Parliament can pass the same repeal again in a properly related bill, so this is settled for now rather than settled for good. Read the decision.

Évreux has no low-emission zone. The government register Les ZFE françaises records that 25 ZFEs are currently active in France and lists them region by region; under Normandie it names Caen la Mer, Le Havre Seine Métropole and Métropole Rouen Normandie — not Évreux. No Crit’Air class is checked in the city, at any hour, in any vehicle.

Évreux — no low-emission zone
Évreux turns up in aggregated ZFE listings, sometimes with a strikingly strict Euro 5 diesel rule attached. There is no such rule, because there is no such zone. A French ZFE only exists once the agglomeration adopts it by order and it enters the national register, where each entry spells out the perimeter, the Crit’Air classes banned and the calendar. Évreux has never had an entry; the Normandy section covers Caen, Le Havre and Rouen only.
Who can enter?
Every vehicle, at every hour. No camera in Évreux reads a plate to decide whether your engine is clean enough, and no part of the city is closed to a Crit’Air 4 or 5 car.
The vignette still matters for the rest of Normandy
Rouen is the practical catch. It sits about 55 km north of Évreux and it is a genuine ZFE, so drivers heading up the Seine valley need the sticker even though Évreux itself asks for nothing. Buy it only at certificat-air.gouv.fr for EUR 5.11 including postage; there is no counter at the border, no service-station version, and delivery to an address outside France runs two to three weeks.
Fines
None. The EUR 68 figure for cars, and EUR 135 for lorries and coaches, are the national penalties for entering a ZFE in breach of its order. With no order covering Évreux, neither can be issued here.
What does restrict you in Évreux
Ordinary town-centre rules: paid on-street parking around the cathedral and the Hôtel de Ville, one-way loops, and pedestrian streets that are closed to traffic outright rather than by emission class. Those are worth more attention than your Crit’Air number.

- Re-verified fine and requirements against France authority portal.

Frequently Asked Questions
No. The Ministry's register of French ZFEs counts 25 zones in force and lists each one by region; the three in Normandy are Caen la Mer, Le Havre Seine Métropole and Métropole Rouen Normandie. Évreux appears nowhere on it.
None. No camera or patrol in Évreux checks a Crit'Air class, because there is no zone for it to enforce. The vignette matters for the rest of a Normandy trip — Rouen is the one most drivers hit next.
Métropole Rouen Normandie, about 55 km north on the N154 and A154. If Rouen is on your route, order the vignette before leaving home: delivery outside France takes two to three weeks.
From aggregated listings rather than any French order. A ZFE exists only once the agglomeration adopts it and it enters the national register, which names the banned Crit'Air classes and the dates. Évreux has never appeared there.
