Essen is part of a 13-town zone, not a city zone
The restriction here is Umweltzone Ruhrgebiet, a single regional Umweltzone shared by 13 municipalities. The Umweltzone Ruhrgebiet has applied as one continuous zone since 1 January 2012, under the joint Luftreinhalteplan that took effect on 15 October 2011. Separate city zones existed here from 2008. Since 1 July 2014 only vehicles with a green Plakette may enter.

Essen Emission Zone
Essen has no zone of its own any more. Since 1 January 2012 the Ruhrgebiet has been a single continuous Umweltzone across 13 municipalities — separate city zones, Essen’s included, ran here before that. The register records a second stage on 1 January 2013 and the green-only stage from 1 July 2014 (Umweltbundesamt — Umweltzonen).

The actual zone boundaries
The zone is marked with round green signs reading ‘Umweltzone’ at every entry road. Inside the signs: you need the sticker. Outside: you’re fine. German motorways (Autobahn) passing around the city are not part of the zone.
Because the Ruhrgebiet is one zone rather than 13, the signs do not reappear at each town boundary — you cross into it once, somewhere on the edge of the conurbation, and stay inside it across most of a 40-kilometre urban belt.
The sticker that saves you a fine
Get the green Umweltplakette before you enter. EUR 5-15 from umwelt-plakette.de or any vehicle inspection station.
Don’t bother looking for it at gas stations — some have it, most don’t. Order online or go to a TUV. If you’re renting, the car should already have one. Should.
The expensive mistakes
Ignoring it because you didn’t see a barrier. Most modern emission zones use cameras, not gates. No barrier doesn’t mean no enforcement.
Expecting a fresh sign at every city limit. There isn’t one — the Ruhrgebiet is a single zone, so the sticker you needed in Essen is the same one you need in Herne.
Relying on GPS routing. Navigation apps don’t always account for emission zones. They’ll route you through the cheapest or fastest path, not the compliant one.
Buying a yellow or red sticker. Only green works, and has since July 2014. If someone sells you a yellow one, they’re selling you a fine.
Better ways to get around
German public transit is excellent. U-Bahn, S-Bahn, trams, buses — they all connect. The Deutschland-Ticket costs EUR 49/month and works on every local transit system in the country. Even for a week-long visit, it’s worth it.
Most German cities have P+R lots at suburban S-Bahn stations. Park for EUR 1-3/day and take the train in. City center garages cost EUR 2-4/hour — a full day adds up fast.
Essen has a bike-sharing system. Grab one, ride around the center, drop it off. No sticker required.

The word "emission" does not appear once in the directive. Even the 2024 update that applies from 20 July 2027 adds access restrictions only where they exist for road safety, such as pedestrian and school zones, and it explicitly excludes charge-based zones. A notice can still reach your home address, and an unpaid fine can resurface if you drive back.
Maybe. Some gas stations near major cities sell the Umweltplakette, but many don't. Don't count on it. TUV/DEKRA stations are a sure thing. Online ordering takes about a week.
