Córdoba did not draw a new low-emission perimeter — it declared the existing A.CI.RE. restricted area of the historic centre to be the ZBE. Annex I of the mobility ordinance says so in one line: “La Zona de Baja Emisiones (ZBE) se corresponde con la zona de Áreas de Circulación Restringidas A.CI.RE.” That changes who gets in. Annex II lets only cycles, DGT 0 and ECO badges, cars heading for a car park inside, and vehicles already authorised for A.CI.RE. pass without a municipal authorisation. A B or C badge is not a free pass here — you need to fall into one of the exempt groups instead.

Córdoba ZBE — the A.CI.RE. area under a new name
Title XIII of the Ordenanza de circulación, seguridad vial y movilidad sostenible (arts. 136-146, in force since 18 February 2023) created the zone, and Annex I pins it to the A.CI.RE. perimeter of the casco histórico — the same gates, cameras and permit office the city has run since long before Spain’s climate law required a ZBE.
Who can enter
Without asking anyone (Annex II, section A):
- Cycles, bicycles and electric personal mobility vehicles
- Vehicles with a DGT 0 or ECO badge
- Any vehicle, whatever its badge, that has to cross the zone to reach or leave a car park inside it
- Vehicles already authorised to circulate in the A.CI.RE. area
Exempt from the access ban, on the terms set by the ordinance (Annex II, section B): residents inside the ZBE, users of garages inside it, holders of a PMR (reduced-mobility) card, vehicles carrying people to medical treatment inside the zone with prior authorisation, taxis and VTC, emergency and municipal services, hotel guests, business suppliers, home-delivery firms, construction and maintenance firms working on buildings inside, DGT-registered historic vehicles, driving schools based inside, cash-in-transit vehicles, breakdown trucks and removal vans.

The fine
Article 146 does not invent a municipal tariff. It refers the breach to national law: “conducta constitutiva de la infracción tipificada como grave en el artículo 76 z3) del texto refundido de la Ley sobre Tráfico”. The DGT sets a grave infraction at EUR 200, and payment within 20 calendar days cuts it to EUR 100 — at the price of giving up your right to appeal. No licence points attach.
Enforcement
Access control is automatic (art. 144): the system compares your plate against the authorised database at the gate. The ordinance requires a municipal resolution before fixed or mobile capture devices are installed, and the Policía Local handles the sanctioning file.
Operating hours
The ordinance sets no daily time band for the ZBE, and the A.CI.RE. rules work through permit categories and loading windows rather than a single citywide clock. Treat the restriction as applying whenever you enter, and check the gate signs for loading windows.
