Ordinance 11/2017 lists the permit categories: owners of a private parking space in the ZTL, residents without one (for loading, max 60 minutes), businesses, deliveries, doctors, building and removal firms, tourist coaches and others. Disabled-badge holders, police, fire and ambulance, diplomatic plates and taxis pass without a permit but must communicate the plate. Vehicles over 3.5 tonnes or 7 metres need a separate authorisation, and every authorised vehicle must keep to 10 km/h.
Hotel guests
If you stay at accommodation inside the ZTL, give your plate to the hotel; it reports it to the Polizia Locale and your entry is authorised after the fact. That covers one entry on check-in day and one on check-out day, up to 45 minutes each, for loading. If the hotel has private parking spaces, access is allowed for the whole stay, up to the number of spaces.
Getting a permit
Applications are accepted only online, with SPID or an Italian electronic ID card (CIE), and need a copy of the vehicle registration document. Each application carries a EUR 16 stamp duty and a handling fee of EUR 5 to EUR 20 depending on the category; there is no charge for disabled people.
