Cologne — signed locally as Köln — has required the green Umweltplakette since 1 July 2014, and the zone takes in the Dom, the Altstadt and the Rhine waterfront. The diesel rule is the strict one: Euro 4 or better. For petrol it is far looser than most drivers assume.

Cologne’s Umweltzone
The zone follows the inner-city ring road. If you are visiting the Dom, the Altstadt or anywhere near the Rhine waterfront, you are inside it. Every road entering the zone carries a green sign; in practice police checks happen inside the zone rather than at the boundary. The Autobahn is outside.
The two fuels, two rules
This is the part that catches people out. The sticker colours were never about the Euro number alone — they map to pollutant groups. Group 4, the green one, admits diesels from Euro 4 and petrol engines with a regulated catalytic converter. Because catalytic converters became standard on German petrol cars in the early 1990s, almost any petrol car built since then qualifies, while a diesel from 2003 may not.
Check your registration document before assuming either way.
Getting the sticker
The green Umweltplakette costs about EUR 5-15. You can order it online, pick one up at a TÜV or DEKRA station, or get it at a Zulassungsstelle. Online ordering takes about a week; in person you walk out with it. Only green is worth buying — the yellow and red stickers have not admitted anyone to a German zone for years.
Three mistakes that cost money
Leaving it until later. By the time the fine reaches you — often weeks after the trip — disputing it is no longer practical and admin fees have been added.
Assuming the rental car is compliant. Most are. Budget rentals, older fleet vehicles and private car-sharing platforms are where the exceptions live.
Thinking the zone is only the pedestrian centre. German Umweltzonen cover whole districts, not shopping streets.
Skip the car
The Deutschland-Ticket costs EUR 49 per month and works on every local transit system in the country. Cologne’s P+R lots sit at suburban stations for EUR 1-3 a day, against EUR 2-4 an hour in a city-centre garage. The bike-share scheme needs no sticker at all.
