There is no such thing as “the Chieti ZTL”. The comune’s access regulation, as amended by deliberazione del Consiglio Comunale n. 406 of 5 August 2024, governs six of them — A, B2, B3, B4, C and D — and each has its own open and closed hours (Comune di Chieti). One rule cuts across all six: an electric or hybrid vehicle enters free, provided the plate has been filed with the comune beforehand.

Chieti ZTL — which zone are you in?
Chieti’s restricted zones climb the old hill town street by street, and the regulation lists them individually:
- ZTL A — Via degli Agostiniani, Via N. Toppi, Via Porta Pescara, Via dei Tintori, Via Mazzetti, Via de Nardis, Via dei Crociferi, Salita Santa Chiara, Via Cappuccini and neighbouring lanes
- ZTL B2 — Via C. De Lollis, Via C. Battisti, Via Mezzanotte, Via Solario, Via Mater Domini, Largo Moricorvo, Via Armellini and around

When each one is closed
A and B2: restricted 12:00-16:00 and 19:00-09:00. Open to all 09:00-12:00 and 16:00-19:00.
B3 (Corso Marrucino, the main street): restricted every day of the year 08:00-15:00 and 16:00-05:00. The only open slots are 05:00-08:00 and 15:00-16:00 — one hour in the afternoon.
B4 and C: restricted every day 09:00-16:00 and 18:00-06:00. Open 06:00-09:00 and 16:00-18:00.
D: seasonal. From 1 June to 15 October it is restricted 09:00-16:00 and 18:00-06:00; from 16 October to 31 May the pattern shifts to 10:00-14:00 and 17:00-06:00. Open hours follow the mirror image: 06:00-09:00 and 16:00-18:00 in summer, 06:00-10:00 and 14:00-17:00 in winter.
The electric and hybrid rule
This is the one part of Chieti’s scheme that looks at what is under the bonnet. The regulation states that free access to the ZTLs is granted in every case to electric and hybrid vehicles, on prior notification of the registration number and a copy of the carta di circolazione. It also provides that if the notification was missed and a ticket was issued to an electric or hybrid vehicle anyway, the owner can apply to have it cancelled. Nothing comparable exists for a Euro 6 diesel — outside the EV and hybrid categories, entry is decided purely by permit.
Who else can enter
Police, fire brigade and emergency services need no permit. Residents, businesses inside the perimeter and disabled badge holders apply for one. Loading and unloading is normally confined to the free-access slots of each individual zone, with separate authorisation available for deliveries outside them. Permits must be displayed in original on the vehicle they were issued for; lending one to another car gets it revoked.
The fine
Chieti’s regulation sets no municipal amount of its own. It refers violations to the sanction the Codice della Strada lays down for unauthorised ZTL entry, which is the EUR 83 to EUR 332 range in article 7, comma 14 (Normattiva). Settled early it sits at the lower end.
Tips for visitors
- Identify your street, then the zone letter, then the hours — in that order. Guessing from a single citywide window is how tickets happen
- Corso Marrucino is the tightest: one open hour in the afternoon and one window before breakfast
- Driving an EV or a hybrid? File the plate with the comune before you arrive and the whole map opens up
- Chieti’s ZTL rules date back to a 1999 mayoral ordinance and have been amended repeatedly since, most recently in August 2024 — check the current regulation rather than an old printout
