Cherbourg 2026: No ZFE, No Crit'Air Rule to Worry About
Zone à Faibles Emissions · France · No low-emission zone here
Source: official source · Verified: 2026-09-27
Cherbourg has no ZFE. The state register of French low emission zones names 25 cities and Cherbourg is not among them, so nothing checks your Crit'Air class and no emission fine applies.
Didn’t France abolish its low-emission zones?
No — the repeal never took effect. Parliament did vote in April 2026 to abolish France’s ZFEs, which is why so many guides and news reports say they are gone. The Conseil constitutionnel struck that article down on 21 May 2026 (décision n° 2026-903 DC), so the ZFE provisions of the code général des collectivités territoriales (articles L. 2213-4-1 and L. 2213-4-2) stayed on the books.
One caveat most coverage misses: the article was annulled on procedure, not on its merits — the Council held it was a “cavalier législatif”, an amendment with no link to the bill it was attached to (Constitution, art. 45). Parliament can pass the same repeal again in a properly related bill, so this is settled for now rather than settled for good. Read the decision.

There is no Zone a Faibles Emissions in Cherbourg. The government register of French low emission zones lists 25 ZFEs and Cherbourg-en-Cotentin is not one of them, so nothing here reads your Crit’Air class, nothing checks your windscreen and no emission penalty exists to collect.

Why Cherbourg is not a ZFE city
France’s 2021 Climat et Resilience law obliged intercommunalites of more than 150,000 inhabitants to set up a ZFE. Cherbourg-en-Cotentin, with roughly 80,000 residents, falls well below that threshold and was never placed under the obligation. It does not appear in the state register of French ZFEs, which lists Rennes for Brittany, Caen, Le Havre and Rouen for Normandy, and 21 others — but nothing on the Cotentin peninsula.
What you actually need to drive here
Nothing beyond the usual French paperwork: a valid licence, registration document and insurance. There is no disc to buy, no plate to register and no time window to avoid.
If you are continuing south or east
The disc does matter once you leave the Cotentin. Caen, Le Havre and Rouen all run registered ZFEs, and Rennes has excluded unclassified vehicles since 30 December 2024. A Crit’Air disc costs EUR 5.11 including postage from certificat-air.gouv.fr and takes a few days to arrive, so order it before you set off rather than at the city limits.
A note on the 2026 headlines
French ZFEs were voted out of existence by parliament in April 2026, but on 21 May 2026 the Conseil constitutionnel struck that clause from the law as unrelated to the text carrying it. The 25 registered zones therefore remain in force. None of this changes Cherbourg, which never had one.
Recent changes to this page
- Crit'Air sticker price corrected to EUR 5.11 for a foreign-registered car (EUR 3.108 certificate + EUR 2.00 postage, certificat-air.gouv.fr price service); EUR 3.85 applies only to French plates.
- Corrected against the state ZFE register: Cherbourg does not appear among the 25 French low emission zones, so the Crit'Air minimum, the weekday 08:00-20:00 window and the EUR 68 / EUR 135 penalties were removed from the title, summary, key facts and body.
- Title, description and introduction rewritten from this page's own data (no shared template wording).
- Re-verified requirements against France authority portal.
- Updated enforcement procedure notes after seasonal review cycle.
