Charleroi has no low emission zone. On 26 April 2024 the Walloon Parliament voted to repeal the entry into force of the region-wide zone adopted in 2019, and no Walloon city has opened one of its own since. Nothing reads your plate for emissions here, there is nothing to register and no penalty exists.

Why Wallonia dropped the plan
The region-wide ban on older vehicles was written into the 2019 air-quality decree, then tested by two studies before it could bite. A 2019 ISSeP study in Namur and Eupen found a zone worth having in the larger town and pointless in the smaller one; the EDIT study, run from 2019 to 2023, found that exceedances of the European limits were confined to specific streets — busy corridors, tunnels and canyon streets — rather than spread across the region.
The regional environment administration’s own account records the conclusion: a blanket Walloon zone was judged disproportionate, and a zone was said to make sense only at the scale of a large city such as Liege, Charleroi, Namur or Mons. Parliament repealed the measure on 26 April 2024.
What you need to drive into Charleroi
Nothing beyond your licence, registration document and insurance. There is no plate to register, no sticker to display and no time window to avoid.
Where Belgian registration does apply
Belgium’s zones are run by the regions, and the two that exist are outside Wallonia:
- Brussels-Capital — register at lez.brussels
- Flanders (Antwerp and Ghent) — register at lez.vlaanderen.be
The two systems are separate: registering for one does not cover the other, and neither has anything to do with Charleroi. Registration is free when your car meets the standard, and a foreign plate that has not been registered is fined in those cities even when the car itself would have passed.
Getting around without the car
Charleroi has a metro and a bike-share scheme, and intercity trains link it to Brussels in under an hour. P+R lots near Brussels, Antwerp and Ghent connect straight to tram and bus lines, which is the cheaper way into the cities that do run zones.
